Work will be performed on-site with our government clients in the Mark Center of Alexandria, VA. Telework options are available within the National Capitol Region.Job DescriptionAs a Program Financial Analyst, you will:

Develop an understanding of general mission/objectives of the program to satisfy budget execution and budget formulation tasks.

Provide support in the development and edit of budget justification exhibits (i.e. R2 narratives) and related material for the Department’s POM/BES and PBR submissions to OSD.

Assist in the identification of unfunded requirements (UFRs) and draft of program issue papers.

Participate in the budget execution process, including the preparation of spend plans, initiation and distribution of funding documents, and tracking funding levels.

Monitor obligation and expenditures, document status in relation to Comptroller target benchmarks, and report status to program managers.

Develop reports and briefing materials for use by SES directors and program managers with internal and external audiences, including OSD leadership, working groups, members of Congress, and others.

Attend regular meetings, briefings, and program reviews; relay PPBE milestones and progress of the programs; participate in the defense of program budget execution.

Job Requirements

Knowledge of funding disbursement processes and the DoD PPBE process and terms.

Strong written and oral communication skills.

Ability to coordinate across large groups of people at multiple levels.

Ability to adapt to shifting priorities.

Working knowledge of Microsoft Excel, Word, and PowerPoint.

Experience Preferred:

Five (5) years’ recent and relevant experience

Familiarity with DoD acquisition/budget processes and procedures.

Knowledge of research and development structure within the Services.

Experience with DAI financial system.

Clearance

An active DoD Secret clearance is required.

Certification

CDFM, CDFM-A, CGFM or other certification a plus.

Education

A bachelor's degree from an accredited college or university is required; a bachelor’s degree in business administration, finance, or accounting is preferred.

Degree requirement waived in lieu of significant recent and relevant work experience: minimum 5 years’ experience active duty military working financial activities or minimum 10 years’ experience working DoD or industry financial activities.
