GENERAL DESCRIPTION:

The School Facilities Division Administrator will manage, direct, and supervise the School Facilities Division staff in providing adequate, efficient, and cost-effective educational facilities in the K-12 public education system. The Division Administrator communicates and counsels with the seven-member commission and Select Committee on School Facilities and oversees the project management team and approves cost estimates, budgets, and schedules for 48 districts for school construction and major maintenance. The Division Administrator is responsible for ensuring all projects meet statutes, rules, regulations, policies, and methodologies of the School Facilities Division and State Construction Department.Human Resource Contact: Hilary Wasserburger, 307-777-6404, hilary.wasserburger1@wyo.govESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Provide leadership and supervision to the SFD staff that serves 48 school districts.

  • Provide for state-funded projects through planning, design, construction, and closeout.

  • Provide leadership and supervision to professional, technical, districts, and related program staff.

  • Responsible for ensuring major maintenance and construction remains within the budgeted amount and activities meet legal requirements and legislative intent.

  • Negotiate project agreements, contractual dispute resolution, and administer projects in collaboration with school districts.

  • Prioritize statewide K-12 facility needs and develop budget and funding recommendations for school building remedies.

  • Administer major maintenance payments in cooperation with the Commission and subject to the oversight of the Select Committee on School Facilities.

  • Work closely with the State Construction Director, Governor, and other legislative representatives implementing political directives and assisting the formulation of state statutes, rules, regulations, policies, methodologies, and procedures as they relate to K-12 school building, construction, and maintenance.

  • Process and review construction and professional service contracts.

  • Review and approve notice to proceeds and notice of awards for projects to continue through design and construction stages.

  • Ensure projects are in budget and work with the project team to find value engineering options, revision of the design, or additional funding to keep projects moving forward.

  • Provide written and oral presentations to the Commission and the Select Committee on School Facilities regarding future and current design and construction projects, studies, and reports.

  • Special assignment as directed by the Director, Select Committee on School Facilities or Commission such as stakeholder meetings, research, and development of new ideas, initiating studies or reaching out to other department stakeholders.

Qualifications

PREFERENCES:

Preference may be given to candidates who graduated from an accredited four-year college or university in construction management, architecture, engineering, business or closely related field.

Preference may be given to candidates with at least five years of work experience in construction management, architecture, engineering, business or closely related field.KNOWLEDGE:

  • Knowledge of construction and/or design.

  • Understanding of construction industry, terms, contracts, procurement processes, and delivery methods.

  • Knowledge of the process of state government, including legislation and administrative process, and the guiding principles and concepts underlying these processes.

  • Skill in policy making, decision making, and direction of work activities.

  • Skill in the origination, planning, and public speaking and experience in developing and monitoring positive relations with affected industries and their representatives.

  • Ability to recognize an issue, recover all of the facts and help the team make the best decision to move forward.

  • Ability to network and work with others in a team atmosphere.

  • Ability to understand team dynamics, team development, organization, and strategies to meet goals.
