Job Description

VMD is seeking a

Program Manager to lead the DBIS support contract. The scope of this contract is to provide the design, architecture, configuration, development, and maintenance of the existing technological solution and enhancement of the analytical capabilities of USCIS by evolving the legacy environment with 21st century technologies, such as data visualization, no- SQL (Structured Query Language) querying, data analytics for decision-making, big data analytics, open source tools, data science and AI/ML. The

Program Manager will be responsible for:

  • Leading the development and execution of the transition-in plan to ensure successful initiation of contract services.
  • Serving as the federal government's primary point of contact for the program, and keeping VMD’s corporate leadership informed of progress and status.
  • Establishing and maintaining multiple Agile development teams and leading multiple Kanban/SCRUM/Agile Analytics engagements with the support of 6 Scrum Masters.
  • Planning the entire program across scope, schedule, resources, risk, quality, etc. and monitoring the on-going execution of these areas.
  • Ensuring that contract requirements deliverables and service levels are met with a high level of client satisfaction. This includes the development of a Quality Control Plan to ensure high quality deliverables and standards of performance.
  • Keeping the COR and technical designees updated on all aspects of the contract and making them aware of any contract issues in a timely manner.
  • Leading the development of briefing materials, delivering briefings, participating in meetings with USCIS organizations and/or external organizations, and presenting program content.
  • Maintaining a Planning Increment Roadmap that denotes planned user stories, timely reports to the Government on variation and changes to the Roadmap.
  • Providing information on compliance with the contract performance parameters in the format agreed-upon with the Government during monthly Program Management Review meetings.
  • Maintaining a Risk Registry in the format agreed-upon with the Government (JIRA preferred) and reporting major risks during monthly Program Management Review meetings.
  • Developing and presenting briefing slides and Monthly Status Report for the recurring Program Management Review (PMR).
  • Supporting system authorization activities to maintain the ATO

Qualifications

Experience Needed to Be Successful:

  • 5+ years of experience managing large data warehouse projects
  • Knowledge of and ability to organize the team to perform Agile Analytics development
  • Strong working knowledge of and experience with DevSecOps and the Agile Framework
  • Understanding of/experience with open source tools and CI/CD best practices
  • Familiarity with AWS/Cloud Technologies
  • Program Management experience in an Agile environment

Desired Qualifications and Skills:

  • Experience providing consulting services for USCIS, another DHS component, or the Federal Government

About the Mission You Will Join:The Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS) administers the nation’s lawful immigration system, safeguarding its integrity and promise by efficiently and fairly adjudicating requests for immigration benefits while protecting Americans, securing the homeland, and honoring our values.The Data and Business Intelligence Section (DBIS) is a program under the Systems Development Division (SDD), Office of Information Technology (OIT), Management Directorate. To support the above mission of USCIS, the agency needs to have complete oversight of all aspects of its operations, which is mainly supported by the DBIS program through the implementation of operational and analytical reports and data sharing via several Information Technology (IT) systems. The mission of DBIS is two-fold:

  • Provide reporting capability, which includes ad-hoc reporting, canned reports, analytical capabilities via dashboards, data visualization, and statistical analysis and supporting Artificial Intelligence (AI) and Machine Learning (ML) research and development.
  • Provide access to data for interconnected systems that ingest data from other internal systems for operational use via data service Application Programming Interfaces (APIs), web services, or other methods mutually agreed upon.

This important program is expected to lead the development of new and the enhancement of existing capabilities in advanced analytics and reporting of USCIS data as well as the brokering of data for information technology systems and applications. The development scope of the program involves transforming agency-wide analytical capabilities and enhancing the agency’s ability to use its large data pool for decision-making, operational improvement and predictive analytics.
