    Responsibilities

    • Responsible for developing and implementing strategies which maximize employee potential and foster high ethical standards in meeting the BLM's vision, mission and goals.
    • Responsible for the technical and administrative supervision of a large and complex staff, which requires managing work through subordinate supervisors including Field Managers, team leaders, and/or contractors who each direct substantial workloads.
    • Responsible for development and implementation of the District's vision/strategy which integrates key national and state program goals, priorities, values, and political, economic, social, technological and administrative factors.
    • Responsible for the acquisition and administration of the human, financial, material, and information resources necessary for the operation of the District in a manner which instills public trust and accomplishes the agency's mission.
    • Responsible for establishing and enhancing working relationships and alliances within the District as well as with others outside of the District office with the intent of finding common ground with a wide range of stakeholders.
    • Responsible for applying the policies and programs of the Department in the management of natural resources which includes stressing results by formulating strategic program plans that assess feasibility and include realistic goals and objectives.

    Qualifications

    You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level. Specialized experience at this level is defined as demonstrated examples of experience with leadership and management (most often second line supervisors and above) in a variety of natural resource programs within a multiple-use framework; working with an established budget system; and experience in personnel management principles and techniques, including supervision, evaluation, motivation, discipline, planning, and organization. Key elements in your experience will include experience with public lands, energy, mineral and/or renewable resources, effective interagency relationships, and managing public lands for multiple-use. Types of positions where this experience may be acquired include but not limited to: Washington Office Supervisors/Managers in various natural resource agencies, Field Managers, District Managers in natural resource agencies, Forest Service Supervisors, District Rangers, and Resource Area Managers.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.Physical Demands:Normally works in an office setting, with occasionally strenuous duty and normal field duty associated with resources work. Work may be conducted under widely adverse conditions such as severe winter temperatures and summers that are extremely hot and dry. May be required to walk into roadless areas or otherwise negotiate areas inaccessible to vehicular travel. Other methods of travel may include all-terrain vehicles, aircraft, or horseback.Work Environment: Works in an adequate lighted and heated office. Subject to injuries out in the field when walking rough terrain and exposure to uncomfortable hot and cold temperatures. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

    The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee MAY be allowed to telework with supervisor approval.
