ResponsibilitiesThis position will support our Civilian, State and Local business segment. The successful candidate will be responsible for the negotiation of favorable prices, terms and conditions of major contracts while ensuring compliance with all laws and regulations. Prepares and supports major proposals including coordination of effort with all involved parties. Briefs company management on proposals and negotiations and establishes negotiation objectives. Specific duties of this position include:
  • Works independently to complete cradle-to-grave contracts support for assigned contracts portfolio.
  • Extensive experience managing a diverse set of contracts types including FFP, T&M, CPFF and CPAF.
  • Provide post-award advice and counsel to senior management, program managers and supporting functional organizations on issues impacting the successful delivery of Perspecta contractual obligations.
  • Provides daily administration of assigned contracts; prepares and submits contractual documents; reviews customer modifications; coordinates with Government customers and internal program management office personnel to stay abreast of requirements and issues that require action/resolution.
  • Serve as the primary point of contact for Government contracting officers. The individual is expected to form positive working relationships with customer counterparts by acting in a responsive, ethical and professional manner.
  • Serve as a primary point of contact for proposal release and submittal, serve as the primary interface with the Government customer, complete risk assessment/governance reviews of complex solicitations, ensure terms and condition compliance, complete proposal compliance checks (color team reviews), responsible for completion of required representations and certifications, assist with proposal and pricing strategies, responsible for the contracts/business volume (to include OCI Mitigation Plans as required), and serve as the contract negotiator for resultant contract awards.
  • Develops and negotiates various agreements; reviews, makes recommendations for, and negotiates price and terms and conditions for new contract awards or modifications to existing contracts.
  • Review and negotiate Teaming Agreements and Non-Disclosure Agreements.
  • Review contracts for OCI, develop OCI Mitigation Plans as appropriate, and participate in the Corporate OCI Screening process. Responsible for providing advice, counsel, and mitigation strategies regarding OCI matters to program personnel and for dispositioning potential OCI's with the customer.
  • Responsible for ensuring the contracts system is current, accurate and complete for managed contracts and supports general ad hoc reporting and tasking as required.
  • Supports internal audit and compliance related activities as required.

Qualifications
  • Minimum 8-10 years of experience in contracts administration/management supporting Civilian agencies is required with BS/BA or 6 to 8 years with MS/MA or 3 to 5 years with PhD.
  • Proven experience providing exceptional delivery of business and functional organization results
  • Past Management or Leadership experience
  • Ability and aspiration to assume roles with significantly increased complexity and accountability
  • Demonstrated experience negotiating contract terms/conditions
  • Experience managing and supporting GSA MAS contracts/proposals
  • Extensive knowledge/understanding of FAR and agency supplementals (e.g. HSAR)
  • NCMA CFCM certification is a plus
  • Willingness to travel to local/regional customer sites as required
  • No clearance is required to start. However, candidate must be eligible for, at minimum, a Public Trust clearance.
