Need Technical Lead/Sr Manager

POSITION SUMMARY: The technical lead is responsible for providing hands on technical leadership, support, and direction to internal engineering teams, clients, and external vendors’ designing, developing and maintaining Medicaid Provider Management Systems.The technical lead provides:

Project leadership. Collaborate with project managers, engineers, and our clients to define and estimate work, plan implementation efforts, and help define and implement the projects technical roadmap.

Technical leadership. Define and implement software engineering processes and tools that will empower technical staff and make the project successful. You will define the workflow, coding standards, code review process, continuous integration / continuous deployment tools, and ensure the technical teams work efficiently and deliver high-quality work.

Corporate technology alignment. Collaborate with senior technology leaders to align technical direction with current system architecture, direction, and standards while advocating for the best technical solutions for your projects. Utilize software that is built and implemented as a product, using best-in-class development process/lifecycle management.

Technical design and development. Design and develop Medicaid Provider Management infrastructure, architecture, and system solutions based upon individual state client ecosystems and requirements.

Business Growth. The technical lead is expected to assist in the writing and review of proposals, presentations, demonstrations as well as other contributions to line of business strategy.

Job Requirements:Design, Develop, and Maintain Provider Management Systems.These solutions vary in size and complexity based upon the state they support which presents complexities and challenges.This position requires skills and experience obtained through previous successful implementations of large-scale government software projects.Expertise in full-stack development: competent in front-end, middle-tier, and back-end technologies.Proficiency in multiple development languages and technologiesProgramming languages (C#, JAVA)Web Development Frameworks (ASP.NET / ASP.NET Core)Front End Technologies (JQuery, JavaScript, React JS and common JavaScript Patterns)Microservices using container technologies including RESTDatabase technologies (SQL, Oracle, MySQL, MongoDB, etc)Experience with Agile and Waterfall development MethodologiesExperience leading application deployments including the coordination of database changes and application configurationsUse of deployment technologies including Docker / Containers / KubernetesExperience implementing Private and Public cloud solutions on Amazon Web Services (AWS), Microsoft Azure, and/or Google CloudContribute as needed to the daily operations of the teamEnsure processes are followed for creating consistent, verifiable, automatic management of application and infrastructure between environments.Provide coordination between project teams and support groups including systems, networking, and database administration.Participate in client-facing engagements to provide technical guidance and support.Build industry expertiseMedicaid Provider Management business processes, policies, and the systems that support them.CMS requirements for the management of Medicaid Providers and designs enhancements to meet these requirements.HIPAA security requirements and implications for the platform.

Skills/Experience required: A minimum of twelve (12) years’ experience delivering technology systems to government health and human services and/or workforce organizations. Five (5) years’ direct experience managing and developing staff and software development projects which includes research, new development, enhancement, security, testing and maintenance of software products providing hands-on technical expertise, ensuring outcomes meet the highest technical and agile standards. Knowledge obtained developing system solutions which operate within and interface with state and federal ecosystems. Must have successfully delivered systems from inception through to production within budget, schedule and quality guidelines. Strong experience in a multi-disciplined team is critical with the ability to clearly communicate complex technology solutions.Must have documented experience working in DevOps, SaaS, and Cloud environments with and understanding of the concepts and development of Highly Scalable Distributed Systems. Significant experience with Medicaid Management Information Systems (MMIS) and Medicaid Provider Management Systems is a plus.Requires expert level knowledge of technological trends, certifications, subject matter expertise, business acumen, industry knowledge, high energy level, and a strong customer presence.Industry connections, group membership, and leadership is a plus.Must be able to build strong relationships with clients and have a real ability to work in a collaborative fashion to provide technological advice and guidance. Ability to identify opportunities and develop business as required. Skilled strategic thinker that understands the delivery side of a consulting organization. Experience working in a fast paced, deadline-specific atmosphere.

Skills/Experience preferred: Project Management Institute (PMP) Certification is preferred.Six Sigma certification is preferred.

Education preferred: Master's degree in related field preferred.

Remote and onsite mix. Client will pay for travel into Columbus as needed.
