ASSYST is seeking a GIS Specialist to support our Local Government client's GIS databases, datasets, processes, workflows which are used in our enterprise public safety applications supporting critical 911, CAD, Fire, and Police record management systems

Duties and Responsibilities:
  • Works closely with agencies in developing GIS datasets and workflows supporting databases, applications, systems, and processes
  • Develops and performs quality assurance and quality control testing for Enterprise GIS datasets
  • Develops and administers GIS web based applications facilitating data maintenance activities and workflows
  • Facilitates the development of requirements and designs for GIS applications
  • Manages the design, construction, testing and implementation of GIS processes using model builder, python, and other ETL processes
  • Focus on the automation of data maintenance tasks, QA/QC reports, ETL’s used to update GIS databases, related systems, and applications
  • Performs analysis on a broad variety of geodatabases and business data as related to Public Safety data sets and related Public Safety applications, such as CAD, 911
  • Identifies and provides recommendations on solutions for business process improvement opportunities involving Geographic Information Systems and related systems
  • Coordinates geodatabase certifications according to GIS Service Level Agreements
  • Develops complex queries and scripts to perform analysis of geodatabases and related databases using structured query language (SQL)
  • Ability to work in the ArcGIS Online environment, including managing web services and applications
  • Coordinates, prepares and executes GIS database and application test plans
  • Prepares and delivers training on GIS applications, systems, and processes
  • Creates Federal Geographic Data Committee (FGDC) compliant metadata for geodatabase development and maintenance projects
  • Coordinates on-site technical assistance to supported entities
  • May be required to provides on-call support for the County Emergency Operations Center
  • Communicates project updates and related status information with team members
  • Participates on the GIS committee and chairs sub-committees.
  • Maintains a working knowledge of all systems supported by the section.
  • Manages GIS-related projects using project management standards and techniques.
  • Remains current and up to date with GIS technology, software, and best practices.
Job Requirements

Minimum Qualifications/Skill Sets:
  • Must have at least 7 years of experience operating and using GIS, at least 4 years of which are in Enterprise GIS environments supporting public safety-related applications, systems, and databases.
  • Demonstrated knowledge and skill in the design and development of datasets/databases supporting Enterprise GIS systems, specifically related to Public Safety
  • Knowledge of Enterprise GIS architecture, including the software, hardware, network, security, cloud, and web services.
  • General knowledge of databases, data administration, data migration, replication, and data design/development best practices.
  • General knowledge of programming languages and development tools, related to GIS, such as Model Builder, GitHub, ADO, Oracle PL/SQL, Python, SQL Server, and Web Apps used in Enterprise GIS Systems.
  • Knowledge of GIS based web development technologies, such as Web Apps, AGOL, etc.
  • Demonstrated ability to keep current with existing GIS based technologies, through past experience, current work, and interest in professional GIS organizations and workshops.
  • Excellent oral and written communication skills with internal and external clients and vendors
  • Ability to produce documentation for various audiences, including but not limited to design documents, business requirements, functional specifications, test plans and scripts.
