SUMMARY:Tucker-Rose Associates is seeking an Sr. Incident Management Professional to help support a Federal Program with the US Department of Homeland Security (DHS) in Washington DC area. The Department of Homeland Security (DHS), Office of Chief Financial Officer (OCFO), Financial Systems Modernization (FSM) Joint Program Management Office (JPMO) was established to manage, from a portfolio perspective, all FSM programs across DHS Headquarters and Components. The JPMO implements integrated financial, procurement, and asset management systems for DHS and its Components and provides a management approach to ensure successful FSM efforts. The Incident Management Contractor focuses on maintaining the integrated financial, procurement, and asset management system after it is deployed and changes to the system after deployment to production. The Contractor shall assist the JPMO team overseeing and managing the work required to operate and maintain the DHS Directorate or Component financial management system. Oracle E-Business Suite (EBS) implementation for Countering Weapons of Mass Destruction (CWMD), the Transportation Security Agency (TSA), and the U.S. Coast Guard (collectively known as the “Trio”).

RESPONSIBILITIES:
  • Provide advice and support to the JPMO on supporting the establishment and maintenance of an incident support management system that tracks issues to resolution.
  • Provide authoritative functional and technical knowledge to support research of open incidents and development of plans for their resolution with the appropriate provider.
  • Provide regular reports to JPMO Risk Manager and its leadership on any issues that may impact the ongoing development, testing, migration or operational continuity of Component financial management data to the third-parties or DHS hosted environment or its subsequent operations and maintenance

REQUIREMENTS:
  • Bachelor’s Degree in Computer Science, Engineering, Math, or equivalent
  • 8+ yrs. of experience in the Information Technology Industry
  • Knowledge of Federal accounting concepts and standards, Federal procurement concepts (including the Federal Acquisition Regulations (FAR)), Chief Financial Officer (CFO) Act, Government Performance and Results Act (GPRA), Government Management Reform Act (GMRA), Federal Information Security Management Act (FISMA), Treasury Financial Manual (TFM), and relevant Office of Management and Budget (OMB) circulars and bulletins on financial accounting and internal and system controls.
  • Experience leading and supporting implementation of Oracle eBusiness Suite
  • Excellent written and verbal communication skills
  • Strong critical thinking and error assessment capabilities
  • Provide administrative and operational support to line management in a variety of functional areas, which may include finance, proposals, pricing, contracting, human resources, etc.
  • Leads the planning and implementation of large programs in the function, and regularly interfaces with senior management and executive leadership.
  • Demonstrated ability to specify cost and financing issues based on reviews of engineering concepts and requirements and designs, and in integrating the economic and financial analysis tasks and activities involved in engineering projects.
  • Provides advice and counsel to the organization in area of expertise.
  • Manages program and project implementation and makes significant contributions to department goals and planning efforts.
  • Coordinates with sale representatives to perform the tasks identified.
