Job Description

Red Gate is seeking a Finance Analyst to support the Defense Threat Reduction Agency (DTRA) Research and Development (RD) Program Management Office (PMO) Advisory and Assistance Services (A&AS) contract. The Finance Analyst analyzes past and present financial data of projects, estimates future expenditures, applies principles of finance. Runs and documents financial analysis projects. Aids organization with financial functions, such as assessing, planning, budgeting, consolidation, cost control, and project control. Perform administrative actions as directed. Specific duties include:

  • Support planning and programming of future requirements and preparation of Program Objective Memorandum (POM), Budget Estimate Submission (BES), President's Budget (PB) and other products supporting requests and justification for funding.
  • Support Program Objective Memorandum (POM) and draft various budget exhibits, R-Docs and other supporting budget displays to justify resource requests.
  • Coordinate and draft financial planning/programming correspondence and secure DTRA, RD Program Management Office approval prior to distribution.
  • Review management budget proposals for completeness, accuracy, and compliance with laws and other regulations
  • Provide program manager advisory assistance for financial support functions to include coordinating and tracking financial documents, defense of budget requests, justification documentation, briefing materials, and other administrative documents.
  • Brief various leadership on deviations of the budget to actual results, spend plan anomalies, and recommend corrective courses of action.
  • Monitor, analyze budget execution and provide timely status reports to program managers to keep them up to date on current year funds' status.
  • Research unliquidated obligations, unobligated commitments, and dormant funds and provide timely resolution.

Qualifications

  • Bachelor's degree from an accredited college or university in related business/management field.
  • 5-10 years of experience managing budget execution processes
  • 5-10 years of resource management experience working with multiple DOD appropriations.
  • Excellent written and oral communication skills and experience developing and presenting complex information to senior Government officials using Microsoft Office Suite applications

Desired Qualifications

  • Prior Defense Threat Reduction Agency (DTRA) experience
  • Defense Agencies Initiative (DAI) experience
  • Professional certifications (e.g. Certified Defense Financial Manager (CDFM), Certified Government Financial Manager (CGFM)
