Job Description

Red Gate is seeking a Senior Finance and Budget Analyst to support the Defense Threat Reduction Agency (DTRA) Research and Development (RD) Program Management Office (PMO) Advisory and Assistance Services (A&AS) contract.

Specific duties include:

  • Provide support to the development and formulation of Agency budget and program financial resource requirements to include: Agency POM/budget process; budget milestones, instructions, and guidance; Planning, Programming, Budgeting and Execution (

    PPBE)- related events schedule; program/budget database control and administration; and Agency Program/Budget Guidance (

    PBG) fund controls.
  • Gather, prepare, and visualize data for financial reporting; status of funds reporting; monthly metrics reporting; other management performance reporting as required.
  • Provide oversight of the Agency program and budget development, formulation, execution, and manpower resource requirements.
  • Evaluate and recommend metrics such as activity/event-based costing and other financial management options
  • Conduct complex business case analysis and detailed financial assessments
  • Apply Federal financial guidelines and accounting rules and principles with minimal oversight
  • Supervise or lead a team of financial management professionals
  • Prepare milestone documentation and presentations, consolidate, and submit reports, memorandums, information papers, and budget briefings to the Agency’s senior leadership
  • Serve as advisors, financial subject matter experts, and liaisons to the Comptroller’s Office
  • Create and manage program spend plans, conduct resource, and execution analysis, and reporting
  • Provide centralized management, administration, and operation of DTRA card programs supporting requirements worldwide, including the Government-wide commercial purchase card (GPC), centrally billed account and individually billed account travel cars, and Government travel cards.
  • Provide cost estimating, life-cycle costing, and cost-benefit analyses in support of acquisition programs and other analyses
  • Provide technical/subject matter expertise in planning, organizing, executing, and controlling project task
  • Thoroughly document findings and present recommendations from internal controls to senior leadership
  • Develop standard operating procedures and corrective actions plans

Qualifications

  • Bachelor’s degree in finance, accounting, or business with 15 years of direct experience or Master’s degree in finance, accounting, or business with ten years of directly relevant experience
  • At least five years in a Service or Agency Budget Office or Program Office
  • Demonstrated experience with formulation, including preparing budget exhibits
  • Demonstrated experience with interpreting OSD and OMB guidance and Congressional language
  • High level of proficiency in Microsoft Excel, specifically pivot tables and data visualization
  • Strong computer skills, including demonstrated fluency in all Microsoft programs, including Microsoft Outlook, Word, PowerPoint, and Project
  • Detail-oriented, self-starter with excellent communication and time management skills
  • Excellent communication skills for interface with customers and with team members
  • Knowledge of contracting procedures

Desired

  • Prior Defense Threat Reduction Agency (DTRA) or Joint Improvised Explosive Device Defeat Organization (JIEDO) experience
