Facebook's UI Quality TPM team is seeking a highly talented and motivated Technical Program Manager to drive the development of tools and design systems designed to improve the UI quality of products across the Facebook app. Technical Program Managers at Facebook navigate loosely defined problem spaces and turn them into well-oiled programs by seeing the big picture, driving consensus, and finally driving execution across Facebook product teams. The UI Quality TPM team partners with Engineering, Design, UX Research, Data Science and PMs to build programs designed to solve some of Facebook's toughest problems. We understand the different aspects of UI quality, define and build tools to measure it, and build design systems and components in multiple technical frameworks to address the UI quality gaps with the many teams responsible of each product. Successful Technical Program Managers for this team have a bias toward action, think rationally, and are able to quickly build rapport across teams to identify and execute on a common goal. The ideal candidate will have a strong technical foundation in systems design for complex apps and websites similar to Facebook, Instagram, WhatsApp and Oculus. They will have experience working with data (analytics/insights experience, knowledge of database query languages, and/or broad experience in using data for product decision making), building products and infrastructure solutions, and the ability to build influence by doing. This individual will design, set up and run programs that are used by many teams across Facebook, and will be someone who can hit the ground running to help with execution. At the same time, this person should be able to drive strategic efforts around architecture, processes, metrics definitions and optimizations. Relevant experience is important, but ultimately less than your demonstrated abilities and attitude. The Facebook App is constantly redefining what is possible and launching new experiences, and we need Technical Program Managers who can do the same. In this position, you will define what the 'state-of-the-art' Design Systems and Tools should be for a major app like Facebook. This initiative is critical to helping our billions of users enjoy our products and get the value they expect out of them. As a peer to Engineers, Managers and Product Managers, the individual will heavily contribute to planning, strategy definition, execution, and evangelism; negotiating cross-team dependencies, while representing core Facebook values and perspectives.

  • Identify and drive product initiatives forward that have multiple leadership-level stakeholders and many moving parts.
  • Define and manage strategic initiatives that improve design team efficiency and impact.
  • Facilitate meetings to drive progress against goals and objectives, and establishing clear next steps and owners and resolving blocks that impede progress.
  • Proactively assess risk, raise flags, and resolve issues before they become problems for the larger teams.
  • Measure impact of programs and initiatives both qualitatively and quantitatively.
  • Drive internal process improvements across multiple teams and function.
  • Collaborate cross-functionally with our creative team, product management, engineering, product design, user research and content strategy to ensure a smooth product development process.
  • Support the management team with effective team communication, proactive problem solving, information distribution.
  • Establish communication structure to report out updates, progress and status with task forces or leads on the team so everyone understands role and expectations.
  • Manage program communication and proactively connect with partners in other offices or disciplines to make them aware of the programs and how they can provide support.
  • Build impactful relationships and serve as a dependable point of contact across the product design, research, and content strategy teams and cross-functional partners you're working with in all offices.
  • Establish and execute activities that build team culture and community, team values and trust, and help individuals tie their work back to Facebook's mission.
  • B.S. in Computer Science or a related technical discipline, or equivalent experience.
  • 7+ years of software engineering, systems engineering, hardware engineering, or technical product/program management experience.
  • Experience driving projects or programs focused on product quality, UI quality, design systems, framework or components.
  • Knowledge of user needs, gathering requirements, and defining scope.
  • Communication experience and experience working with technical management teams to develop systems, solutions, and products.
  • Organizational, coordination and multi-tasking experience.
  • Experience establishing work relationships across multi-disciplinary teams and multiple partners in different time zones.
  • Web or Internet start-up environment and technical infrastructure management experience where you had to wear multiple hats.
  • Product sense including meeting the demands of the target market, ranking feature importance, managing complexity and measuring product success.
  • Familiarity with metrics collection, applied data science, and presentation via dashboards.
  • Experience delivering tech programs or products from inception to delivery.
  • Experience operating autonomously across multiple teams, demonstrated critical thinking, and thought leadership.
