Application System Programmer based on the following skills:

Purpose of Position/Summary:As a member of Indiana's Immunization Information System (IIS), CHIRP, the employee's role is tosupport the Immunization Program's system by keeping it maintained, upgraded, and developed withinstandards and needs. High quality customer service to both end-users and immunization staff is essential to promote the CHIRP system throughout the state of Indiana. In an effort to increase immunization levels of Hoosiers this position must be able to provide comprehensive system and technical depth to be able to plan, organize, and operationalize the range of implementation of all system components, including the central database, data communications, and data quality.This position will also hold the system to the requirements published by the CDC and AIRA with functional standards of an Immunization Information System.

Job Responsibilities;
  • Lead and coordinator the immunization’s response to meaningful use requirements
Participate with other coordinators across the country in joint advancing public health readinesschallenge
  • Define and management the process for systems to test the submission of meaningful use data
received directly from providers and help to accept the data when successfulServe as the liaison between the state and facilities for issues regarding meaningful use andimmunization data
  • Strong working knowledge and experience of Oracle database and PL/SQL scripting
  • Serve as the central point of contact for information and assistance regarding meaningful use for the Centers for Disease Control and Prevention (CDC), the Joint Public Health Informatics
  • Taskforce (JPHIT) the Centers for Medicaid and Medicate Services (CMS), and the Office of
  • National Coordinator for Health Information technology (ONC)
  • Participate in projects and activities relating to meaningful use
  • Oversees the state meaningful use portal for immunization data attachment
  • Stay abreast of changes to the meaningful use policy and procedure and inform the Immunization and CHIRP staff as need.
  • Function as a backup resource when Helpdesk manager and/or Registry manager are not
available.
  • Other responsibilities as assigned.

Skill Requirements:
  • Strong knowledge and experience of Health Level 7 (HL7) messaging with VXU (Unsolicited Vaccination Record Update)
  • Advance knowledge of the information systems development life cycle, information technology,
  • project tools and approaches to development and implementation
  • Thorough knowledge of enterprise security practices
  • Ability to work in a team environment with collaborative approach
  • Ability to communicate effectively with all stakeholders and management
  • Ability to maintain effective and professional working relationships with internal and external
  • customers, and vendors

Education/Experience:
  • Bachelor’s Degree in Computers or related fields with IT experience
  • 8-10 years, full-time professional work experience in an Information Technology environment
  • Five (5) years of applications development experience
  • Five (5) years’ experience within Java web environment backed by Oracle database
  • Healthcare industry experience is a plus.
