This position is a professional level generalist Systems Engineer that, directly and indirectly, manages the city’s overall technology functions including computer networks, hardware, software, phone, security systems, Wi-Fi, audio/video and other existing and emerging digital, electronic, data and information systems. MAJOR DUTIES

  • Works independently and in conjunction with professional third-party consultants and contractors to develop, plan, implement, and support the city’s computer networking system.
  • Performs routine system and network maintenance; analyzes logs and usage data; plans computing system upgrades and enhancements; verifies system back-up procedures.
  • Serves as the city’s primary technology expert to develop, plan, implement, and support all of the city’s various technology-related needs.
  • Interprets, applies, and ensures compliance with federal, state, and local laws, regulations, and policies related to information technology usage.
  • Works with city departments to assess and meet their comprehensive computer, networking and technology-related needs.
  • Recommends policies, procedures, and standards related to computer usage.
  • Gathers and interprets data and prepares reports for the City Manager and Council as requested.
  • Ensures the proper allocation of equipment, materials, and other resources for technology-related projects and services.
  • Prepares the annual technology budgets and controls the expenditure of approved funds.
  • Assists in managing users accesses and network security.
  • Assists in maintaining VOIP phone system; sets up users and routes calls.
  • Assists in maintaining mobile devices, including phones and tablets.
  • Performs related duties.

SUPERVISORY CONTROLSThe Assistant City Manager assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities. GUIDELINESGuidelines include industry best practices, state and federal regulations, and department and city policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines. COMPLEXITY/SCOPE OF WORK
  • The work consists of varied management, supervisory, and technical duties. The variety of systems to be managed contributes to the complexity of the position.
  • The purpose of this position is to manage the city’s information technology functions. Successful performance helps ensure the efficiency and effectiveness of city operations.

  • Contacts are typically with coworkers, other city personnel, elected and appointed officials, vendors, contractors, representatives of other organizations, and the general public.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects.
  • The work is typically performed in an office or computer room.
SUPERVISORY AND MANAGEMENT RESPONSIBILITYThis position may have supervision over assigned personnel. The position oversees contractors and personnel assigned by third-party contractors. MINIMUM QUALIFICATIONS
  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
