Job Purpose: The Permit Technician Senior independently applies specialized knowledge of Oregon Building Codes to provide assistance to the public regarding building and development permit processes administered by the Crook County Community Development Department. Under limited guidance from the Department’s Director, this position issues permits; calculates and receipts fees and charges, coordinates permit applications and issuance, arranges for inspections, and performs general office duties. Number of Employees Reporting to This Position: 0 II. Duties, Tasks and Responsibilities: Primary point of contact for Commercial Building projects for the County, including in the City of Prineville. Works with the Building Official and Commercial Plans Examiner to establish work plans/processes for major commercial developments. Provides assistance to public with property information. Outlines steps required for property development. Works independently to determine the permitting needs of customers. Ensures that they have the appropriate applications and understand the information that is required for application submittal. Accepts applications for building permits. Reviews applications, site plans and building plans for completeness. Issues permits or submits materials for structural plan review. Calculates and assesses permit fees and other development charges. Verifies calculated permit fees and invoices and receipts payments. Acts as a liaison between customers/contractors and the County throughout the permitting and inspection processes. Receives building plan files, checks to determine if appropriate land use approvals are in place, completes paperwork in Accela, invoices projects, and contacts contractors, when necessary. Ensures all project records are finalized, including documenting the required contact information on construction drawings. Submits drawings for scanning. Creates, maintains and retrieves files, permits, and inspection documents using Accela (the e-permitting system). Uses Accela to generate financial and other reports. Assists in arranging inspections with the appropriate certified inspector. Verifies that all daily inspections have been completed and resulted in the computer. Works with Compliance Officer to create action plans to assist non-compliant projects in becoming compliant. Prepares Certificate of Occupancy for projects when the new structure or dwelling has received final inspection. Maintain a working knowledge of technical and specialized rules, policies, procedures and activities related to building, planning/zoning, or environmental regulations governed by the department. Prepares and maintains financial records for the Residential Building Program. Generates financial reports using Accela (e-permitting) software. Provides assistance to Commercial, Planning and On-Site/Environmental Divisions as needed. III. Knowledge, Skills and Abilities: Ability to operate a computer, accurately enter data and use related software applications including Microsoft Office and Accela (e-permitting system). Knowledge of building codes and methods and practices of construction. Ability to accurately calculate permit fees and perform basic mathematical calculations Ability to communicate effectively in oral and written form using proper English including grammar, punctuation, and spelling. Ability to learn, interpret, and apply codes, regulations and laws governing building in Crook County. Ability to maintain professional working relationships with co-workers, supervisors, other agencies, contractors, owners, and the general public. Ability to manage multiple tasks simultaneously Ability to provide excellent customer service Knowledge of basic development principles and processes and land use regulations Knowledge of standard office practices and procedures This position requires standing, walking, bending, kneeling, and stooping. The employee may occasionally lift or move objects weighing over 25 pounds. IV. Qualifications: Graduation from high school or GED equivalent; AND Minimum of two (2) years of technical experience in processing building permits or related technical experience, AND Minimum of two (2) years of general office and customer service experience; OR any satisfactory equivalent combination of education, training and/or experience relevant to the position Permit Technician Certification or ability to obtain preferred. Prior to or on date of hire: Able to complete a thorough employment and/or criminal history check. Able to successfully pass a pre-employment drug test (not required for all positions). Final candidates will be required to provide official proof of college degree and certified transcripts (not required for all positions). V.
