Texas Health and Human Services Commission requires the services of

Developer/Programmer Analyst 1, Applications/Software Development and the specifications outlined in this document for the

Texas Health and Human Services Commission.All work products resulting from the project shall be considered "works made for hire" and are the property of the

Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law.

Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).The Department of Information Resources (DIR) requires the services of one Developer/ Programmer Analyst-1, hereafter referred to as Worker, who meets the general qualification of Developer/ Programmer Analyst-1 and the specifications outlined in this document for the Texas Health and Human Services Commission (HHSC). All work products resulting from the project shall be considered “works made for hire” and are the property of the United States Department of Agriculture (USDA) Food and Nutrition Serrvice (FNS) and HHSC. HHSC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).

DeveloperPlans, develops, tests, and documents computer programs, applying knowledge of programming techniques and computer systems. Evaluates user request for new or modified program to determine feasibility, cost and time required, compatibility with current system, and computer capabilities. Consults with user to identify current operating procedures and clarify program objectives. Formulates plan outlining steps required to develop program, using methodologies such as structured analysis and design or object-oriented development.·

Level 1: 1-3 years of experience in the field or in a related area. Has knowledge of commonly used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Primary job functions do not typically require exercising independent judgment.

Duties: 1.1 Contractor must build an analytics solution using technology that can provide geo-location reporting. 1.2 Contractor must recommend and provide a geo-location data source to HHSC. The total amount of this data source will not exceed $825 per year totaling $1,650 for two (2) years. 1.3 Contractor must provide a reporting solution that includes data elements from a geo-location data source and the data provided by HHSC which includes but is not limited to data source(s) provided in section 1.2 as well as other data source(s) necessary to complete the reporting solution. 1.4 Contractor must provide a master report that includes the consolidated data (format to be determined) and the report must include functionality that allows each data element to be filtered and sorted. 1.5 Contractor must provide three (3) additional customized reports using consolidated data per HHSC’s direction. 1.6 Contract must provide documentation and instructions for the maintenance and modification of the reporting solution.
