Job Purpose of a Maintenance Manager:

Under the general direction of the Mountain Line Operations Director this position will manage and ensure occupational safety and security of Mountain Line’s properties and Fleet operations. Scope of responsibility includes education and training of employees on matters involving property security; preventative maintenance and repair programs for all of Mountain Line’s facilities and fleet equipment. Responsible for preparing reports on maintenance cost, procurement, amortization, and depreciation of Mountain Line assets. Responsible for ensuring compliance with FTA requirements; support and advise Mountain Line Development Department regarding design characteristics, location and maintenance characteristics of Mountain Line buildings, bus shelters, and other Mountain Line facilities.

Essential Functions & Responsibilities:

Performs as an integral member of the Leadership Team to ensure effective interfaces and integration of activities with other organization units.

Acquires new knowledge and learns new ways of solving problems, thinks and plans strategically, visualizes, and communicates a vision, models desired behavior, drives organizational change, recognition, and development of staff potential, pro-actively addresses performance issues.

Supervises direct reports and provides feedback regularly and throughout the year. Assigns work, determines work methods, reviews work and corrects errors, trains, hires, coaches, mentors, evaluates work in progress, initiates performance plans and disciplinary actions at appropriate times, and consistently follows Mountain Line’s policies in performance management of represented employees.

Effective collaborator and network builder, persuasive, sensitivity to situation and individuals, knows how to work within the organizational and political structure. Contributes to strategic planning by evaluating and projecting future departmental demands.

Taking Risks and Innovation thinks out of the box, open minded and flexible in thought and tactics, oriented toward results, adapts problem approaches, creative solutions.

Interacts with internal Division sections and outside agencies to identify and coordinate schedule and procedural improvements; provides input for the development of the budget for the Division and manages the assignment of Division resources to ensure that service objectives are achieved within the established budget.

Manages the budget, conducts performance appraisals, and develops long range goals.

Supervision

Manages deliverables of direct reports, including but not limited to assigning work, determining work methods, reviewing work, and correcting errors.

Identify and resolve problems with quality of work, conflicts between employees, and other concerns in an effective, timely manner.

Manages payroll, staffing schedules, time off requests, and temp labor assignments.

Hires, coaches, mentors, and evaluates work in progress, conducts disciplinary actions, conducts performance appraisal, and develops maintenance team goals.

Ensure employees adhere to company policies and legal regulations.

Promotes a safety culture amongst the division that supports Mountain Line’s safety policies and procedures.

Maintenance

Oversees fleet and facilities maintenance programs, ensures maintenance is performed per policy and manufacturer requirements. Develops, implements, and enforces standard operating procedures for maintenance associated with known best practices. Maintains strict adherence to on-time performance of required maintenance tasks as outlined by the Mountain Line Facilities and Fleet Maintenance Management Programs.

Manages asset management system, including adding asset, removing assets, entering work orders and third-party repairs information. Responsible for record retention.

Develops and maintains the required maintenance schedules and program for Mountain Line’s fixed assets in accordance with the requirements of the FTA and manufacturer recommendations to ensure full useful of the asset.

Responsible for monitoring checklists and performance of routine inspections to maintain Mountain Line compliance with the ADA, OSHA, EPA, and FTA of all workspaces, cubicles, offices, computer rooms, breakrooms, restrooms, parking spaces, external walkways, maintenance shops, bus wash, bus storage and garage bays.

Ensures compliance with hazardous material storage, use, handling, and disposal requirements, as well as OSHA, building, fire, and other regulatory code requirements.

Manages contracts of external service providers for custodial services, building maintenance tasks, fuel and gasoline services, utilities, and other maintenance related items. Directs and manages all contractor performed repairs and maintenance activities and ensures proper documentation before signing off. Ensures all invoices are accurate and correspond with appropriate document work records before approving for payment.

Provides lead role in snow removal response for all Mountain Line facilities and coordinates activities with staff and the City, when applicable.

In cooperation with the Safety Manager participates in Coconino County Emergency Operations Center and National Weather Service weather briefings and communicates weather events to Mountain Line staff.

In collaboration with Mountain Line’s GM Team, manages development of administrative offices, connections centers, bus stops and amenities, landscapes, maintenance and repair facilities, and parking areas.

Security

Collaborates with Safety Manager the development of the Safety Plan and directing of emergency evacuation plans and emergency response procedures. May be assigned to the Safety Committee and/or the Accident Review Committee to review incidents, accidents, and comments. May develop policies, procedures, and make recommendations as result of this role.

Manages security systems solutions, ensures entry access to restricted areas are managed and limited to individuals with proper authorization. Manages key control and issuance.

Provide training to employees on matters involving facility security, emergency response, and emergency evacuation procedures.

Ensures that fire extinguishers are strategically placed, secured yet easily accessed in case of fire. Responsible for the proper disposal of hazardous and controlled wastes in compliance with regulations and guidelines; works directly with outside agencies such as Arizona Division of Occupational Safety and Health (ADOSH), local and state health departments as required.
