OverviewClient is seeking a data-savvy individual for a data analyst role within the newly formed Office of Data & Analytics. This is a full-time contractor position funded by the CDC Overdose Data to Action (OD2A) grant. The position will support mental health surveillance activities as part of the drug overdose monitoring and prevention efforts at ISDH. Opportunities to support other agency data initiatives will also be available.The individual in this role will address this gap by collecting, analyzing, and displaying mental health related information for the Indiana population. This information is available across various data sources including BRFSS, Census, Vital Records, and Emergency Department data. The differentiated burden of these conditions should be assessed across sex, race, age group, and district/counties. The individual will also use socioeconomic data to relate these conditions to poverty levels, discerning differences across income levels. This work will provide an evidentiary foundation for a Mental health and Substance Use Report.The position will also support the onboarding of Emergency Medical Services (EMS) and Poison Control (PC) data into ESSENCE, our syndromic surveillance data analysis tool. Having these two data sources available within the ESSENCE system will support drug overdose surveillance needs. Aspects of the projects involve:
  • Requirements gathering and prioritization discussions with stakeholders to ensure user needs are met from a data user perspective and from an ESSENCE front-end user perspective.
  • Analysis of historical and current schemas to assess how best to reconcile the two schemas into one, thus allowing historical trend analyses across pre- and post-schema transition periods.
  • Development of crosswalk documents to explain reconciliation work of mapping or linking across tables.
  • Iterative assessments of the ESSENCE integrated data products.
  • Documentation describing why specific decisions were made resulting in final data products.
  • Documents and queries demonstrating the utility of the final data products.
The position will respond to routine data requests across a number of ISDH systems.The individual is expected to be highly curious, especially about the capabilities of open-source tools and problems that involve data. The individual will perform diverse analytic tasks involving dataset linking, visualization, descriptive analyses, statistical testing, and machine learning (depending on skills and interest). Depending on the skill maturity level, the position may also have the opportunity to serve in a data consultant role for other data initiatives in the agency (especially those relating to substance use), providing guidance on strategies and tools to problems at the systems level.The individual should be highly self-driven and will work with a team of fellow data enthusiasts. The individual must have substantial experience working with data using the Python and/or R programming languages. ResponsibilitiesTypical tasks and responsibilities include:
  • Public health surveillance, particularly of drug overdoses and mental health conditions
  • Cleaning, wrangling, and joining data into a form that is conducive to analysis
  • Analyzing data to gain information, formulate theories, and make informed inferences and decisions
  • Creating reports and datasets for internal and external use
  • Performing ad hoc analyses as needed
Required Qualifications
  • Bachelor’s Degree from an accredited university in Epidemiology, Informatics, Computer Science, Mathematics, Statistics, Analytics, or a related field
  • One (1) year of data analysis experience
  • Intermediate-level proficiency with R and/or Python programming languages
  • Strong oral and written communication skills
  • Disciplined self-starter eager to work with other health data enthusiasts
Preferred Qualifications
  • Master’s Degree from an accredited university in Epidemiology, Informatics, Computer Science, Mathematics, Statistics, Analytics, or a related field
  • Two (2) or more years of data analysis experience
  • One (1) or more years of public health or healthcare experience
  • Advanced-level proficiency with R and/or Python
  • Experience with DBMSs, database architecture, and querying using SQL
  • Knowledge of advanced analytics methods such as machine learning, natural language processing, and statistical inference
