- Elicit, analyze, communicate, test and verify requirements
- Act as liaison between business stakeholders, such as management, customers or end users, and the software development or information technology team
- Analyze and communicate stakeholder needs by translating business requirements into software requirements
- Use modeling, testing and data models to improve the flow of information through an organization to enhance project success
- Evaluate business processes, anticipate requirements, uncover areas for improvement, and develop and implement solutions;
- Lead ongoing reviews of business processes and develop optimization strategies
- Document and communicate the results of your efforts
- Gather critical information from meetings with various stakeholders and producing useful reports
- Update, implemente and maintain procedures
- Monitor deliverables and ensure timely completion of projects
- Determine operational objectives by studying business functions; gathering information; evaluate output requirements and formats;
- Design new computer programs by analyzing requirements; constructing workflow charts and diagrams; study system capabilities; write
- Improve systems by studying current practices; design modifications
- Recommend controls by identifying problems; write improved procedures
- Provide references for users by writing and maintaining user documentation; provide help desk support; train users
- Consult with users to determine the needs of the system
- Design a system to meet the business goals
- Specify inputs and formatting outputs to meet users’ needs
- Using techniques such as sampling, model building and structured analysis, along with accounting principles, to ensure the solution is efficient, cost-effective and financially feasible;
- Developing specifications, diagrams and flowcharts for programmers to follow
- Overseeing implementation, coordinating tests and observing initiation of the system to validate performance
- Liaise with other application owners applying standard solutions and processes
- Provide inputs to weekly status reports
- Staying up to date on the latest process and IT advancements to automate and modernize systems
- 7+ years of experience successfully applying analytical processes on IT projects
- 3+ years of experience working on business systems analysis and design, process re-engineering, and organizational change management
- Must possess knowledge and experience in structured analysis principles and methods.
- Must possess knowledge and experience in business process engineering and life cycle management concepts
- Must be able to organize requirements in a manner that facilitates forward and backward traceability
- Must have the ability to think analytically, solve complex business process problems and document results in a clear manner
- Must have the ability to facilitate and guide analysis discussions towards a common solution with individuals and groups that may have competing needs, objectives, and/or business rules
- The Project Management Body of Knowledge (PMBOK) and the Business Analysis Body of Knowledge (BABOK Guide)
- The software development life cycle and agile development processes and environments
- Microsoft Office is essential along with strong communication (verbal and written) skills
- Advanced technical skills combined with excellent documentation skills
- Ability to influence stakeholders and work closely with them to determine acceptable solutions
- Ability to work on multiple projects simultaneously
- Ability to translate business data into digestible information that improves processes
- Experience with creating detailed reports and giving presentations
- Ability to successfully follow through on commitments, with a proven track record of doing so
- Ability to liaise with managers in IT and other functional areas to apply standard solutions and processes
- Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with minimal direction
- At least ten years of experience in IT Business Analysis, preferably in a setting delivering solutions to large transportation infrastructure projects
- Experience analyzing data to draw business-relevant conclusions and in data visualization techniques and tools
- Experience reporting and presenting to senior program leadership teams
- Strong written and verbal communication skills including technical writing skills
- Experience working with the State of California preferred
- Bachelor's degree in Information Technology, Information Systems, or Computer Science from an accredited college or university
