Summary of Work: Our client seeks one (1) IT Program Manager. The IT Program Manager will work in conjunction with the IS manager/supervisor and other project managers to manage multiple projects, resources, objectives and budgets required for the deployment of new applications and services at the data centers and at the individual superior courts. Managed resources include integration project managers, technical analysts, vendors, design engineers and court IT personnel. The IT Program Manager is also responsible for ensuring IS security and Enterprise Architecture (EA) compliance of all new data center services in collaboration with the information security officers and EA team.

Minimum Job-Specific Skills/Qualifications Required (in order of relative importance):
  • 10+ years experience in Information Technology
  • 5+ years experience program management in program management office, managing a portfolio of 5+ simultaneous government IT projects (Local, State or Federal)
  • Must demonstrate high level of technical writing experience - samples of relevant published work are highly desired such as technical implementation plans, architectural as-built documentation, test plans, scope of work, project summary sheets, high level network diagrams.
  • Demonstrated experience managing multiple simultaneous IT projects with budgets of over $1,000,000 through the entire lifecycle, including planning, estimation, execution, and closeout
  • Proven track record in leading, organizing and coordinating multiple work activities
  • Experience creating and documenting program and project processes and workflows
  • Experience creating and managing vendor requests for proposals (RFP)
  • Must possess excellent communication and presentation skills for both technical and non-technical audiences, including creating and presenting executive summaries to management and technical committees
  • Excellent analytical, verbal and conflict resolution skills

Additional Skills/Qualifications Desired:
  • Broad program/project management experience covering the following domains:
    • application development & integration
    • infrastructure deployment, integration & operational readiness
  • Knowledge of principles of case and data management systems
  • Recent experience within government agencies or public bodies with projects of a similar type.
  • Certified project manager (PMP) and/or agile/scrum credentials

Description of Tasks and Responsibilities
  • Provide program management for multiple projects and technology implementations for applications and services and at each of the courts assigned to the team
  • Act as a liaison between the JC, courts and vendors
  • Coordinate project work with other technology projects being implemented concurrently within the data center and at the courts
  • Clarify and document roles and responsibilities within team and vendors on implementation plans
  • Provide issue resolution with application teams on behalf of security team for exception handling
  • Work with vendor project managers and/or account management to resolve escalated issues
  • Assist the development of program-wide plans
  • Maintain regular communication with team and management on program related status and issues, including through emails, presentations, meetings
  • Participate in weekly status calls with project teams
  • Participate in weekly status calls with vendor representatives and application program management
  • Work with project managers to ensure project management compliance
  • Work with project managers to manage the program budget and provide 5-year projections
  • Ensure program milestones are met to ensure timely project completion
  • Establish and maintain effective working relationships with court IT staff, vendors and JC staff
  • Escalate issues on a timely manner as agreed by JC management
  • Ensure all team project documentation is accurate on a weekly basis and provide summary status to management on a weekly basis
