Yakima County Technology Services has one opening for a Technology Administrator. This position is responsible for the design, implementation, maintenance and support of Windows-based operating systems, physical servers, virtual environments and multiple third-party software packages for over one thousand end users.

Essential Duties:

Independently administers, organizes, coordinates, audits, monitors and evaluates operations of one or more senior level assigned hardware or virtualized environments and operating system upgrade projects such as: Active Directory, Virtualization Software, Storage Area Network, Virus detection upgrades, Microsoft 365 , Microsoft software updates and patches, server upgrades and replacement, data backup systems.

Identifies the rate of data growth and determines if a need exists for secondary software and what software meets those needs. Determines what maintenance operations should be put in place or changed. Prepares cost projections and recommendations for implementation and reports regarding viability.

Determines the proper user groups and their functional requirements and the proper data structure and location of data for everyone in the County.

Categorizes the data that should be backed up, determining how and the proper schedule. Identifies how a system will be monitored and determines what issues require intervention.

Identifies security patches and upgrades that are critical to the operation of hardware and software used in the County and determines the best schedule for upgrades and patches; identifies from server and system logs and reports possible problems with systems.

Systems Support

Provides senior level hardware and operating system expertise, consultation, leadership and training to other Technology Services staff.

Utilizes problem solving to trouble shoot, analyze and resolve county wide server, email, and virus issues. Identifies the problem or need and determines if a solution already exists and, if a solution does not currently exist, determines the best course of action to remedy the issue. Establishes what resources/contacts are available to help identify and test a solution. Advises Manager regarding proposed solutions.

Verifies what customers are impacted and the best timeframe for implementing a solution.

Recommend and develops strategic plans for the replacement or upgrade of critical hardware and software solutions. Identifies the life cycle of current hardware and software and develops a schedule for replacement or upgrade of hardware or software.

Technology Research

Researches, tests, recommends, and purchases new server hardware and operating systems and data backup management system patches and upgrades. Explores technical solutions for business issues, and calculates benefit/cost. Investigates how existing technology can be modified for new applications. Gathers and studies various resources to maintain expertise in overall server area. Identifies technology that cannot be adapted to current use requirements.

Evaluates upgrades or change in hardware or software will increase performance and meet all business needs of the users; identifies the risks associated with an upgrade and determines how the upgrade or change will be implemented into the production environment. Determines the best fallback plan if the upgrade or change is unsuccessful.

Project Administration

Independently develops, and scopes one or more senior level assigned hardware or virtualized environments. Identifies the operational goals of a request for service and the parameters and environment in which the request is to operate.

Determines if the system will operate in a virtual or physical environment and, if a hardware requirement exists, determines what hardware structure will be required. Participates in projecting costs by identifying the fiscal limits of the department or County as it relates to the request.

Determines the security level(s) needed dependent on the classification of data handled by the system and its users. Determines if a new security structure is needed or current structure exist that meets the security requirements.

Disaster Planning

Develops county wide technology disaster recovery plans for possible hardware or software failure and implements those plans during a failure.

Identifies the information critical to have in the event of a disaster and the possible scenarios in which a recovery is needed and the proper procedures to follow dependent on those scenarios.

Identifies the data needed to be restored and determines what testing needs to be done after a data restoration, who needs to conduct testing after a data restoration and the cause of a disaster and what was affected.

Other Duties

Performs other duties as assigned including oversees ongoing other hardware maintenance, security and performance monitoring, maintains documentation, installs and configures test application equipment, and installs and configures peripheral hardware equipment.

Education and Experience:

Bachelor's degree in Computer Science, Math or a closely related field and four years of full time Windows server support experience; or an equivalent combination of training and experience which provides knowledge, skills and abilities sufficient to successfully perform the essential duties of the job.

Required:

Valid WA State Driver’s license and proof of insurance, if requested.

Successful completion of criminal background investigation.

Must have experience in a business environment: configuration, installation and maintenance of servers using VMWare ESX; Windows 2008/2012/2016/2019 server, Active Directory 2012/2016 in an enterprise environment, Microsoft 365, experience setting up and managing backup software in a business environment.

Experience working with complex system implementations and organization processes, preferably at the enterprise level.

Preferred:

Experience in: PowerShell writing; Unix/Linux experience; Project Management; and Veeam backup software

Equipment Used:

Telephone, Copy Machine, Fax Machine, Voice Mail, Computer, PDA, Printer, Scanner, various vendor hardware and software, general office equipment and passenger vehicle.

Working Conditions:

The Technology Administrator may be called on to work outside of standard business hours and locations. Subject to on call rotation.

This position is rated as Medium Work, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects or work out in the field.

Knowledge - Upon entry what specific knowledge would an individual need to assume the duties of this position:

System administration as it concerns security, performance tuning, resource control and utilization.

Office 365 administration, configuration and integration

VMware vCenter administration

Enterprise-grade disk-to-disk backup for countywide disaster recovery

Relational databases and high-level system design.

Windows Server Performance Monitor.

Administration, configuration and integration of domain services including Active Directory, Group Policy, DNS, DHCP, NPS and NTFS.

Shared files, folders and their security.

AppLocker administration, configuration and integration.

Basic networking/distributed computing environment concepts; principles of routing, and client/server relationships.

Scripting language and third-party applications to automate support tasks, including the use of PowerShell for configuration and administration of on premise and cloud-based services.
