Note: Salary range: $94,896 - $123,365/year is effective July 4, 2021 pending Board approval of Pay Schedule on June 17, 2021.The District offers a comprehensive employee benefits package, which includes, but is not limited to:• A Memorandum of Understanding (MOU) in place that include a 2-4% salary increase on July 1, 2022; • Annual merit increases up to 3% per year, up to the maximum salary range for the position, dependent on performance; • Membership in the California Public Employees’ Retirement System (CalPERS) - 2.0% at 62 formula for "New Members" as defined by AB 340 and 2.0% at 60 formula for current CalPERS and reciprocal retirement system members;• Medical insurance where the District pays 98% of premiums for District employees and their dependents.

The Information Technology Administrator is vital to the District’s IT Supervisor succession plan, with this incumbent working directly with the IT Supervisor to effectively transition District knowledge and experience. DEFINITIONTo assist, organize, coordinate and implement the District’s information technology program; to provide expertise in information technology elements for the organization; and to perform a variety of professional and technical level tasks relative to assigned area of responsibility.

SUPERVISION RECEIVED AND EXERCISEDReceives general direction from the Information Technology Supervisor.

ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for information technology related activities including disaster preparedness and recovery, help desk and end user training and assistance, communication, server upgrade and maintenance, hardware maintenance, and operating the District’s technology infrastructure; implements policies and procedures.Plans, coordinates and oversees completion of the work of outside contractors, consultants and vendors to ensure contract requirements and project plans are met; coordinates and oversees the work of programmers performing applications development, installation and/or maintenance projects; participates in the installation and testing of program enhancements and software packages.Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepare various reports on operations and activities.Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for equipment, materials and supplies; monitor and control expenditure.Assists in the development and implementation of a comprehensive information technology program by compiling, evaluating and determining District needs and ensuring the application of best practices.Researches, compiles and prepares reports and documentation on information technology activities and needs; analyzes information technology needs to assist in the development and implementation of a strategic plan; prepares periodic status reports to supervisor and District management.Consults with District staff on projects; advises on project feasibility studies including time and cost estimates and recommends solutions; acts as team leader and/or technical specialist for large, sensitive, broad based and complex projects; plans, guides, and tracks information for technology projects.Provides backup and recovery capabilities by monitoring, testing, backing up and restoring data and systems.Consults with end users, management, staff and vendors in the identification and resolution of system(s) software and hardware problems or difficulties; serves as liaison between vendors and end users.Performs computer systems support for the District’s workstations, including installing, maintaining and enhancing workstation functionality, ensuring network connectivity and system security and maintaining comprehensive system documentation.Manages and responds to Help Desk requests.Installs, configures, integrates, upgrades, maintains and rebuilds desktop computer workstations.Coordinates all elements of the District’s communication program; researches, orders and purchases cellular phones and other mobile devices; coordinates the District’s internet service provider(s); assists in management of the District’s phone and other communication systems; plans and implements upgrades to systems.Assists with the implementation, management and maintenance of the District’s wireless infrastructure; maintains encryption and authentication systems to protect the District’s network; assists with the implementation and management of the District’s email and instant messaging infrastructure; trains end users with email management.Researches, evaluates, purchases, installs, upgrades and repairs a wide variety of information technological equipment including servers, desktops, laptops, virtual machines and printers; configures equipment using standards loads and application deployments.Assists with the management and maintenance of data services including SQL databases, SQL reporting services and SQL analysis services; creates and deploys reports for District functions; creates data warehouses and constructs data mining resources.Ensures District complies with computer software licensing agreements and hardware registration requirements.Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints.Maintains the integrity of confidential information.Observes safe work practices and ensure that proper safety practices and procedures are followed.Builds and maintains positive customer-focused service processes and working relationships with co-workers, other District employees and the public using principles of good customer service.Performs related duties as assigned.

MINIMUM QUALIFICATIONSExperience and TrainingAny combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:Experience:Four years of responsible professional information technology experience that included the management of complex projects.Training:Equivalent to a Bachelor's degree from an accredited college or university with major course work in Computer Science, Management Information Systems, or a related field.License and CertificateMay require possession of, or ability to obtain by appointment date, a valid California driver’s license and ability to maintain insurability under the District’s Vehicle Insurance Policy.Possession of a Microsoft Certified Systems Engineer (MCSE) or equivalent certification highly desirable.Possession of a Certified Ethical Hacker (CEH), Certified Information Security Manager (CISM), Certified Information Systems Security Professional (CISSP) or equivalent certification highly desirable.
