POSITION SUMMARY: Under direction, the Network Engineer is responsible for the primary operations of the network infrastructure including switches, firewalls, appliances, software, internet connections, fiber and network patches for Yocha Dehe.This is the entry level classification in the Network Engineer series. Incumbents will be provided appropriate training in the functions of their area of assignment to enable them to gather, analyze and monitor routine data and formulate recommendations based on established criteria.This classification is distinguished from the class of Network Engineer II in that the technical work assignments of the latter are performed more independently and incorporate more previously learned practices and principles.

ESSENTIAL DUTIES AND RESPONSIBILITIES:To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Performs advanced computer related duties such as analyzes, troubleshoots, and resolves technical operational problems, installs, and maintains network hardware and software.
  • Assists in the review and/or preparation of user’s procedures and documentation.
  • Provides informal and formal training to IT on system’s implementations and operations.
  • Assists with the in-home troubleshooting for Tribal Citizens including phone lines, computers and network equipment.
  • Assists with the implementation of enterprise systems including network, server and software.
  • Researches new networking technologies for integration into Yocha Dehe networks.
  • Maintains the network equipment and develops infrastructure plans for the Yocha Dehe Wintun Nation networked systems.
  • Configures and maintains network monitoring applications for the Network Operations Center (NOC) to provide real-time data on network operations.
  • Serves as backup and support for the Network Administrator.
  • Designs, installs, documents, provides maintenance, and upgrades on network hardware and software.
  • Maintains network availability to meet customer service level agreements.
  • Assists other team members in analyzing and resolving complex technical issues relating to hardware, servers, operating system software and other supported systems.
  • Assists with the documentation, implementation and testing of disaster recovery procedures network and computer systems.
  • Provides project coordination for all network projects, definition and documentation of requirements, development of methods and procedures, project management, development of plans and schedules, resource management and maintenance.
  • Collects and distributes accurate and timely data for network hardware for capacity planning and performance management.
  • Collaborates with representatives from various Yocha Dehe Wintun Nation businesses and governmental units to implement technology solutions.
  • Coordinates associated vendor activities and ensures compliance with contracts with Yocha Dehe Wintun Nation standards.
  • Assists activities of third-party maintenance personnel, when applicable.
  • Maintains user documentation for all network platforms and related business processes.
  • Assists other IT staff members to document and maintain the registration of all software licensing.
  • Daily monitoring of networks, appliances and software with immediate notification to supervisor of any issues or breaches.
  • Designs and implements firewalls, switches, wireless controllers and load balancers on the network.
  • Serve as tier 3 Helpdesk support to resolve complex issues.
  • Installs, configures and supports DMZ configurations that support enterprise application delivery to internal and external clients.
  • Performs other duties as assigned.

Security and Integrity of all Computer Resources
  • Assists in maintaining and testing all security access/login policies and procedures for all systems.
  • Complies with IT policies to maintain the security and integrity of the computer room and Intermediate Distribution Frames (IDF).
  • Wipes and certifies retired wireless network equipment, when directed.
  • Notifies supervisor immediately of any security breaches.

  • Maintains performance-based attitude that is pro-active to the technology needs of the Yocha Dehe Wintun Nation Citizens, employees and consultants.
  • Maintains and promotes a safe work environment at all times.

  • Defines, documents, and complies with IT Department standards and practices for systems and application security and maintenance.

  • Communicates and defines daily/weekly/monthly maintenance and operating procedures for all hardware platforms and related systems.
  • Attends business and technical meetings, and collaborates with colleagues to help develop "best practices" policies and procedures.
  • Identifies and resolves issues to help create reliable and efficient information technology systems.
  • Collaborates with other departments and maintains positive customer relationships.

Training
  • Researches educational opportunities and provides related information to management.
  • Cross-trains IT personnel and other employees, when applicable.
  • Attends educational classes, seminars, and/or workshops and provide an in-service training to IT staff.

Technical Guidance
  • Assists Yocha Dehe Wintun Nation in the selection of network hardware systems.
  • Reviews departmental requests for hardware upgrades and informs department head of usage, cost and availability (provide quotes).

REQUIRED KNOWLEDGE AND EXPERIENCE

Supervisory Responsibilities This job has no supervisory responsibilities.

Education and Experience Bachelor's Degree in Computer Science from an accredited college or university; or equivalent education/experience in the computer science field. Minimum of four (4) years of related experience in network administration. Experience with support of Virtual Desktops and deployments, required.Must have experience in the following areas; local and wide area networks (WAN), installation and configuration of QoS, installation and configuration of VOIP, F5 Firewall install and configuration, designing and deploying large area networks and services, installation and configuration of network monitoring software and tools, Arista switch configurations and installation, personal computers and software applications, Microsoft windows configuration, installation, maintenance, support and troubleshooting of TCP/IP networks supporting VoIP telephony, computers and other systems, managing a 24/7 operation and familiarity with VMWare NSX to assist server team.

Communication and Comprehension Skills Must have excellent communication skills in verbal and in written form. Ability to maintain a high level of accuracy and confidentiality concerning Tribal matters by using tact, diplomacy, and an understanding of the organizational culture, climate, and/or politics. Excellent interpersonal skills in person, by phone and email using professional and courteous etiquette with sensitivity to the diversity of a multi-cultural audience and with cultural sensitivity.Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills Ability to add, subtract, multiply, and divide in all units of measure, using whole number, common fractions, and decimals. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to identify and resolve problems in a timely manner; gathers and analyzes information skillfully; develops alternative solutions.

Computer SkillsMust be highly skilled in Microsoft Office applications with the ability to use word processing, multimedia, email, spreadsheets, and database management software. Possesses up to date knowledge in technology in the areas of multi-user computer environments including server hardware, software and support functions. Extensive experience with end user computing devices and software applications. Understands software deployment and strategies.

Certificates, Licenses, Registrations Individuals must be able to successfully pass the Tribal Gaming Agency (TGA) Background Check. Must possess a valid driver's license, and maintain a driving record that is satisfactory to the Tribe's insurance carrier. Network+, Security+ certifications, CCNA certification, CCNP, VCP-NV certifications or related experience preferred, not required.
