We’re looking for someone who is self-motivated, solution-oriented and compassionate to fill the newly created position of EHV Housing Specialist. This position will be the point person for HUD’s new Emergency Housing Voucher program, and time will be split between working in the field assisting clients with their housing search (helping complete rental applications, gathering paperwork, networking with landlords, renter preparedness, etc.) and completing HUD required paperwork and reporting in office. The ideal candidate is familiar with affordable housing basics, able to multitask and manage a significant caseload, comfortable working with homeless, the public, and service agencies, and able to build structure and a program from scratch.

POSITION SUMMARY

The Emergency Housing Vouchers (EHV) Housing Specialist is a new position with the Housing Authority focused on assisting recently homeless and homeless individuals and families to utilize HUD’s Emergency Housing Vouchers through focused outreach and engagement and a collaboration with public agencies. This position is the key point of contact with clients and support agencies, and is responsible for accepting referrals from the CoC, assisting clients with securing housing and other services, and processing certifications to secure client rental assistance under HUD’s EHV program. This position is both in-office and in the field, working with homeless/at-risk clients, other local agencies and service providers, and landlords. The ideal candidate must be a proactive and energetic self-starter, passionate about helping homeless/housing insecure individuals, have excellent organization and communication skills, be attentive to detail and relentless in driving toward successful outcomes. Additionally, s/he will be familiar and comfortable working with homeless individuals and will demonstrate an ability to establish trusting relationships with these individuals. Position reports to the Housing Supervisor.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. This list is meant to be representative, not exhaustive. ◦ Provide respectful engagement to adults with histories of homelessness

◦ Performs highly responsible, confidential, and complex duties in office and in the field

◦ Lead worker for handling all CoC referrals and completing all EHV certification processing

◦ Interviews and gathers/compiles data for EHV clients; documents information in client file

◦ Performs eligibility screening, briefs participants to explain program rules and responsibilities, and provides ongoing case management for all EHV clients

◦ Acts as liaison with EHV clients, landlords and community agencies/programs to assist client in securing services that support successful utilization of voucher and maintaining housing

◦ Assists voucher holder in locating and securing housing of their choice

◦ May perform and/or be present for HQS inspections initially, annually and on special occasions

◦ Monitors integrity of EHV program; performs HUD reporting/compliance reviews as needed

◦ Create and maintain consistent communication channels, both verbal and written, between several parties (tenant, landlord, referral source, collaborating/support agencies, etc.)

◦ Explains tenant and landlord rights/responsibilities and program rules and regulations; apply knowledge of residential leases to educate clients of their rights/responsibilities under CA law

◦ Makes referrals to other community agencies and resources

◦ Maintains computerized records for clients in EHV program

◦ Processes client referrals with sense of urgency

◦ Processes HAP contracts for clients and landlords

◦ Annually verifies family eligibility and processes interim changes as necessary

◦ Assists in requests to move from one unit to another

◦ Assists in investigations of program abuse (fraud)

◦ Answers questions from the public about Housing Authority Programs

◦ Maintains computerized waiting list as needed in compliance with EHV guidelines

◦ Prepares contracts and other documents related to the Housing Assistance Program

◦ Performs related duties as assigned

CANDIDATE QUALIFICATIONS:

We are looking for a person who has a can-do attitude, is passionate about engaging and supporting homeless individuals, and assumes successful outcomes in their approach. The requirements listed below are representative of the type of knowledge, skills and abilities necessary to satisfactorily perform the essential duties and responsibilities.

◦ Ability to establish supportive, respectful, and trusting relationships with persons with histories of homelessness or housing instability

◦ Sensitivity to cultural and socioeconomic characteristics of population served

◦ Strong commitment to the right and ability of each person to live in normal community residences and have access to helpful, adequate, and continuous support and services

◦ Knowledge of HUD programs, especially Housing Choice Vouchers (aka “Section 8”)

◦ Principles and practices of the Housing Authority or other affordable housing programs

◦ Office procedures including computer use, managing digital and physical files, photocopying

◦ Excellent verbal, written, and interpersonal communication skills

◦ Competence in processing forms, doing complex calculations, and ability to comply with program rules and regulations

◦ Must have a valid California Driver License and proof of personal vehicle insurance

Qualifications in the following are ideal but not required:

◦ Social service and/or lived experience working with homeless population

◦ Training in and understanding of Trauma-Informed approach

◦ Multilingual, especially Spanish speaking, is an added asset but not required

EDUCATION and/or EXPERIENCE Any combination of education and experience that demonstrates possession of the requisite knowledge, skills, and abilities. A typical way to obtain these would be:

◦ AA plus two years’ experience in social services related position

◦ Bachelor’s Degree in Human/Social Services

◦ Four+ years of experience as a caseworker, housing coordinator/specialist, or related position

While performing the duties of this job, the employee regularly works in indoor conditions and regularly works near video display. The noise level in the work environment is usually moderate. Employee will also be required to travel using their personal vehicle (travel stipend will be provided) and will work partially in the field, out of their vehicle, in partner agency offices or other offsite location
