Description The Change Management Analyst will be a point of contact supporting the change management process for the Department of State's Information Resources Management (IRM) bureau. The Change Management Analyst will support Vanguard 2.2.1 and the Government lead at the IRM Change Advisory Board (ICAB). On occasion, they may be required to represent Vanguard 2.2.1 at the board. The analyst will provide support, as requested, to the customer for any Change Management activities as specified in IRM policies and procedures. The Vanguard 2.2.1 Change Management Analyst may be asked to participate in the lifecycle of a change with the primary objective to achieve beneficial changes with minimum disruption to IT services. The Change Management Analyst will assist the Change Management Technical Lead by providing support to the customer. The support will include maintaining and updating a schedule of planned approved changes; identify, document, communicate, and coordinate requests for changes (RFCs) with all affected customer entities and IT service providers; expedite emergency change requests; and documenting projected service outages as related to expected deviations from established service level agreements. The Change Management Analyst will assist in developing and maintaining change management documentation that may be included in the Vanguard 2.2.1 Daily Operations Status Report. The Change Management Analyst must be able to communicate clearly and succinctly, both in writing and orally, and present products and ideas in a professional manner. The Change Management Analyst works in a dynamic, fast-paced environment that requires interaction with the Change Management team, Configuration Management Team, and coordination across the Vanguard 2.2.1 service offices and within the IRM bureau. The Change Management Analyst will be required to interface with both Vanguard 2.2.1 and IRM customers associated with the Change Advisory Boards and the process improvement process.

Role is temporarily remote due to Covid-19. Associates will report back to the office at the customer's request. The Change Management analyst's duties and responsibilities will include:
  • Provide support to the IRM Change Management process within Vanguard 2.2.1.
  • Participate in the ICAB/CICAB Review Meeting.
  • Learn to apply a structured methodology and adhere to change management activities.
  • Review the Requests for Change (RFCs) and begin to understand and assess the impact of each.
  • Learn the process for change management assessments.
  • Learn the change management strategies.
  • Learn the process for configuration management assessments.
  • Learn the configuration management strategies.
  • Learn to define and measure key performance metrics and monitor change and configuration management process progress.
Qualifications

Required Education & Experience
  • Bachelor's Degree and two (2) years or more experience. Bachelor of Science degree in an IT related discipline highly desired.
  • ITIL® Foundation Certification, highly desirable.
  • At least 2 years of experience in providing IT services. Providing IT support to a large U. S. government customer, highly desirable.
  • Ability to quickly learn new concepts, tools and methodologies to be able to execute tasks with minimal direction
  • Demonstrate outstanding written and verbal communication skills with the ability to deliver presentations to Vanguard 2.2.1 organization and to the customer.
  • Proficiency with Microsoft Office Suite including Project & Visio.
  • Become familiar with basic project management approaches, tools and phases of the project lifecycle.
