Company Federal Reserve Bank of ClevelandThe Federal Reserve Bank of Cleveland (Bank) is seeking an IT Manager for Quality Assurance function of the Treasury Services. Treasury Services partners with and supports the US Treasury, Bureau of Fiscal Service (Fiscal Service) mission to expand the use of digital transactions across the Federal Government. Treasury Services provides strategic-level leadership, industry knowledge and innovative thinking to assist with Fiscal Service's end goal of all-electronic payments and disbursements.As a part of the Bank's Treasury Services team, we embrace the challenge of consistently delivering exceptional work to benefit Fiscal Service, our organization, federal agencies, businesses, financial institutions, and individuals.IT manager will lead, grow, and manage the Treasury Services' Information Technology (IT) Quality Assurance team for a large-scale, mission-critical payment modernization initiative. The role is responsible for building and leading the QA team that would support Transforming Tax Collections (T2C) program. You will be providing hiring, planning, management, coordination, communication, and oversight of staff activities for information technology software quality assurance and quality automation departments. This position is a key partner within the organization requiring communication with colleagues, business stakeholders, national IT partners, and teams across the Federal Reserve System and/or the US Treasury. This position may lead senior professionals, leads or Manager Is.To be considered for this role, candidates must be a U.S. citizen.

  • Build out and lead QA teams in defining and delivering on key milestones within the tax modernization product roadmap
  • Partner with teams including App Dev, Product, and Data within the agile framework
  • Collaborate and partner with the Tax Collection Product Strategy and Development teams to align on the priorities based on a deep understanding of product health, analytics, and program dependencies, within an Agile framework
  • Oversee the planning and development of technical requirements, use cases/scenarios, and proposals for the new tax collection solution
  • Manage and collaborate on the prioritization of product/feature backlog and provide input into the tax program's roadmap
  • Define and implement an industry-best practice standard in application development processes that integrate tax collection development, testing, and deployment
  • Develop departmental strategic and tactical planning
  • Work with business stakeholders and executives to identify opportunities that enable business solutions in support of their tactical and strategic objectives
  • Exhibit and manage a culture that drives innovation and continuous improvement through servant leadership
  • Provide project planning and management for moderate to complex projects
  • Provide management of staff including performance management, career development, coaching and mentoring
  • Participate and/or lead committees/task forces to advance functional and/or Bank initiatives
  • Accountable for achieving departmental performance metrics, and project deliverables on time, with agreed upon scope and within budget
  • Accountable for establishing and maintaining compliance and controls, including maintaining SAFR/FISMA requirements as well as

Educationand Experience
  • Bachelor's degree and 7+ years of related work experience.
Knowledge and Skills
  • Extensive knowledge of industry best-practices
  • Experienced in performing independent research
  • Project management experience including the ability to lead projects
  • Knowledge in Agile, SAFe, and DevOps methodologies
  • Knowledge of quality management methodologies, such as Six Sigma, Lean
  • Expert knowledge of applicable development domain
  • Strong business acumen and analytical skills
  • Experienced in applicable quality and testing best practices (benchmarking, QA automation, performance testing, creation of test plans, exploratory testing, accessibility testing)
  • Expertise with quality metrics design and development and associated tools (Splunk, SonarQube)
  • Understanding of and experience with collaboration and agile project management tools (Confluence, Teams, Jira, AzureDevOps)
  • Highly specialized, technical skills in testing cloud-based functionalities (AWS and Azure)
  • Experience with API and services test automation
Physical Demands and General Working ConditionsTraditional office environment: Employees typically sit most of the day, work with a computer and may answer/respond to phone calls. Physical movement consists of walking for meetings, breaks, etc. Ability to lift items weighing approximately 20 pounds on a limited basis is required.
