Mandatory Qualifications (MQ)

  • Five (5) years of experience applying analytical processes on IT projects in business systems analysis and design. At least three (3) years must have been in business systems analysis and design.
  • Five (5) years of experience at a senior level Technical Lead analyst, analyzing technical systems, components and source code developing technical requirements and use cases for similar size and complexity IT enabled solutions for Medicaid systems.
  • Five (5) years of experience in leading technical staff in identifying and documenting business and technical requirements.
  • Five (5) years of experience creating technical documentation using Microsoft Office products at an expert level (primarily Word and Excel).
  • Five (5) years of experience working with and/or analyzing enterprise data management systems.
  • Bachelor's degree from an accredited college or university (additional qualifying experience may be substituted for the required education on a year-for-year basis).
Desirable Qualifications (DQ)
  • Broad knowledge of data management enterprise systems solutions.
  • Experience working within the California Medi-Cal program.
  • Experience with Business Process Improvement in a large organization.
  • Knowledge of the CMS Medicaid Information Technology Architecture (MITA) Framework.
  • Expert-level communication skills and ability to influence cross-functional teams.
  • Knowledge of State of California procurement rules, regulations, and policies.
Role/Activities 1. Perform most technical difficult analysis of existing legacy system to identify and document current technical processes for gathering technical requirements MIS/DSS. 2. Responsible for assessment of current system technical architecture and functionality to identify problems and opportunities for improvement. 3. Responsible for assessment of analytical tools and current trends for enterprise data management system solutions. 4. Create, review, and report on deliverables and other work products, including metrics-driven progress/status reports. 5. Represent and oversee the project, serving as the contact point for all day to day contractor staff and functional matters relating to the execution of the project. 6. Initiate, execute, and close WOA as assigned. 7. Lead the contractor team on priorities based on the project schedule. 8. Manage the contractor team in discovery, analysis, documenting, and reporting activities related to this project. 9. Assist in monitoring project risks, issues, and change management. 10. Collaborate and participate in state meetings and working sessions. 11. Preparation of all PAL documentation for submission and approval. 12. Preparation of all Federal Advance Planning Documentation. 13. Conduct interviews with Client key staff business and technical areas. 14. Provide requirements and business rules definition, elicitation, elaboration, and documentation for business processes. 15. Organize, prepare, present artifacts/documentation/materials to facilitate knowledge transfer to state staff at various levels. 16. Participate in deliverable creation, deliverable review, and presentations, as needed. 17. Provide a communication channel between the business and technical staff. 18. Knowledge of healthcare data management. 19. Broad knowledge of data management of complex IT systems.
