Please review the job details below.Maxar is currently seeking an Electrical/Comm Test Engineering Manager to join our team in either our Palo Alto or San Jose, CA office. This is a satellite assembly, integration and test (AIT) management position responsible for the spacecraft level Electrical and Comm System test preparation and execution. This group also provides direct program support via vehicle engineers matrixed to backlog Programs. This group consists of 40 people and will have additional reporting managers. Included in this group are Electrical and Comm Vehicle Engineers and Front End Test Engineering.You will be supported by mission architects/chief engineers, system engineers, subsystem groups, quality, supply chain, the program office and other AIT organizations to perform the planning and execution of the spacecraft electrical and comm testing in satellite AIT. With the support of this broader team, you will be delivering a fully validated electrical/comm system that meets its program specifications, cost, schedule and quality targets. The resources required to accomplish this will be available primarily within your own AIT organization, although collaboration and support will be required/provided from the other support groups mentioned as well. The program spacecraft manager will be the accountable cost account manager for costing and scheduling required services from your organization in support of the program.Responsibilities:

  • Measure and improve quality of Electrical/Comm AIT output and deliverables. Drive organizational performance improvement. Drive cost down.
  • Recommend process improvements or cost reduction opportunities
    • Recommend enhancements/opportunities to AIT Leader or PMO (as applicable) where ROI is beneficial, but requires higher level approval to implement
    • Recommend test technology development opportunities in line with future business forecasts
  • Active management of risk and opportunities with timely escalation of EAC/Schedule/Support concerns to AIT Leader, Spacecraft Manager and Program Management Office (PMO)
    • Provide recommendations to minimize cost and schedule impacts of unforeseen issues as they arise
  • Coordinate with Spacecraft Manager to ensure that test campaigns are properly planned
  • Work with Systems Engineering and Subsystems to identify and resolve gaps between the subsystem specs (undefined or underdefined interconnects) as well as risks to subsystem integration at the spacecraft level
Accountabilities:
  • Indirect cost account manager (CAM), including capital as applicable
  • Deliver Electrical and Comm Systems fully validated with no Quality escapes
Test Support
  • Plan and execute AIT level electrical and comm testing as defined by Systems and Subsystems Engineering
    • Provide cost/schedule/risk assessment for test plans exceeding facility capability
  • Prepare and validate all test software, scripts, ICDs and procedures prior to the scheduled need date
Staffing
  • Provide vehicle engineers who will be dedicated full time to a given program team per the Program Management Plan
    • Pre-emptively coordinate with PMOs for support level changes
  • Maintain proper staffing to support PMO and Spacecraft Manager demand forecast, both quantities and required skillsets (includes future required skillsets as identified by program teams upon contract award)
  • Employee development, training, coaching and career path planning
  • Balance overall workload across projects and deconflict resources to support program schedules
Equipment, Process and Facility
  • Identify and execute on process improvements or cost reduction opportunities
  • Maintain ISO certification standards with all processes
Proposal Support
  • Accuracy of the electrical and comm AIT cost/schedule models along with technical offering bounds (how to stay-within-the-box)
  • Proposal review of technical offering (as requested by proposal team) to identify whether bid stays within the bounds of existing cost/schedule models, including any risk
  • Proposal review prior to submittal (cost/schedule/risk/skills) for AIT whenever a bespoke or development bid is offered
  • Provide vetted cost and schedule for development work, including recommended reserve positions to bound the risk
Measurements of Success:
  • Accurate execution of required testing within allocated program schedule
  • Maintain Indirect spend within budget
  • Sufficient and qualified staff to support AIT as well as dedicated program team support
  • Flexible workforce that can adapt to new program architectures and testing requirements
  • Compliance to internal and external audits
  • Cost/schedule bid accuracy for test development efforts
  • Identification and implementation of direct/indirect cost reduction techniques (cost or schedule)
  • Spacecraft Manager and PMO satisfaction
Authority:
  • Indirect spend per approved budget
  • Maintain appropriate headcount and skillsets as allowed by budget, hire as needed
  • Resource allocation for personnel not dedicated to a program

Minimum Requirements:
  • Must = or permanent resident
  • Bachelor's degree in a technical or STEM field
  • 10 years of overall experience, 3 of which are in a leadership role
  • Experience leading an operations group with a track record of execution: costs, schedule and technical performance
