Summary

This position is located in Yellowstone National Park; Resources Management and Visitor Protection Division in Mammoth, WY.

The incumbent of this position will carry out fire inspection tasks at a supervised trainee level and help manage other fire suppression and prevention duties in support of the overall structural fire program.

Responsibilities

  • Write accurate inspection reports identifying fire hazards, noncompliance with policy, and code violations.
  • Provide public education on fire safety.

    • You will be required to operate a government motor vehicle as part of your official duties; a valid driver's license is required. You must submit at your own expense, all certified driving records from all states current or past, possessed by you.
    • You will be required to wear a uniform and comply with the National Park Service fire uniform standards.
    • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
    • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
    • Incumbent will be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
    • Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and pass a medical examination given by an authorized government physician.
    • You will also be required to complete periodic medical examinations throughout employment.
    • This is a Career-Seasonal position and subject to release and recall procedures. A permanent career-seasonal position includes all the benefits of permanent employment but does not provide employment on a full year-round basis.

    Credit will be given for all appropriate qualifying experience.     This position has been identified as one of the key fire management positions under the Interagency Fire Program management (IFPM) Standard. For more information on IFPM, click here.SELECTIVE PLACEMENT FACTORS:Successful completion and have currency in the Primary NWCG Core Requirements of: Fire Inspector 1 certification, Firefighter 1 and 2 certification (ProBoard or IFSAC accredited), have minimal time performing skills learned in Fire Inspector 1 training and minimal required time performing firefighter skills.Structural Fire: The Department of the Interior defines structural firefighting experience as any firefighting experience except wildland firefighting. Structural experience may be gained though work in suppressing fires such as those in buildings, ships, vehicles, airstrips and aircraft, and other non-wildland firefighting. This experience may be gained by serving in a structural firefighting position within the federal government or in an equivalent position outside the Federal government. Periods of structural firefighting gained as a volunteer or paid call firefighter can also be credited.

    In some instances, candidates may be hired in a dual wildland and structural firefighting role. Candidates must meet the qualifications required for either the wildland or structural fire function.SPECIALIZED EXPERIENCE REQUIREMENT:GS-08

    Must possess one year of specialized experience equivalent to at least the GS-07 level in the Federal service (or equivalent). Examples of qualifying specialized experience includes: Applying knowledge of National Fire Protection Standards (NFPA) and the International Fire Code (IFC) in assessing buildings or facilities for fire protection and prevention; Presenting fire safety briefs and trainings for various audiences; Writing accurate report of the findings of performed fire protection inspections to include discovered violations; Answering questions on site pertaining to code compliance while consulting fire chief for code variance requests; Controlling and extinguishing fires within historic or non-historic buildings, operating hose lines, making forcible entry, ventilating structures, and performing salvage and overhaul.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Secondary Firefighter Retirement Coverage - Candidates must possess a minimum of 90 days of structural firefighting experience. Experience that may be credited: volunteer firefighter, paid call firefighter, and/or structural firefighter with the Federal government or in an equivalent position outside the Federal government; suppressing fires that occur within buildings, ships, vehicles, airstrips and aircrafts, and other non-wildland firefighting. You must clearly demonstrate this experience in your resume, including the months, days and hours per week at which the work was performed in order to be considered.NOTE: This is a secondary-administrative firefighter position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system.FERS TRANSITION REQUIREMENT: To be eligible for Secondary retirement coverage under CSRS, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. To be eligible for Secondary retirement coverage under FERS, an employee must: 1) transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position, AND 2) complete 3 years of service in a primary rigorous position including any such service during which no FERS deductions were withheld, AND 3) must be continuously employed in a secondary position(s) since moving from a primary rigorous position, except for any break in employment from a secondary position that began with involuntary separation (not for cause). Based on the type of work performed, TAKING and PASSING the WCT at the ARDUOUS level is a "condition of employment." The Arduous fitness (Pack) test requires completing a three (3) mile hike within forty-five (45) minutes, while carrying a forty-five (45) pound pack.     Physical Demands: The work requires some physical exertion, such as long periods of standing, walking, bending, crouching, stooping, stretching, reaching and/or similar activities while performing inspections or demonstrations during training sessions. This position is an arduous and hazardous duty position. Firefighting duties require heavy lifting and arduous physical exertion. All personnel must comply with the medical requirements of NFPA 1582 (Standard for Medical Requirement for Firefighters). Position requires the ability to discern color, contrast, and depth. Employees must participate in mandatory physical fitness program. This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and the hearing conservation program.Working Conditions: The work is performed in various settings, such as office buildings, warehouses, industrial buildings, or construction sites. In some areas, the employee may be required to wear protective clothing, such as masks goggles, gloves or shields. The work may involve moderate risks requiring the exercise of safety precautions when working around fuel transfer operations, construction sites, hospitals, airfields, etc.
