Description of JobPosition Summary:The Office of Student Engagement and Dropout Prevention and the Office of Student Supports works to expand efforts in reducing the dropout rate, increasing the graduation rate and advancing credential attainment. The offices are seeking an evaluation and research principal consultant to perform the evaluation and research activities utilizing data from current grant programs and secondary state-level collections with a special focus on grants serving expelled and at-risk students, highly mobile students, low-income students, and those re-engaging in school. The position is designed to work with both teams on evaluation projects and expand upon data analysis and data reporting. This position reports to Directors of both Student Engagement and Dropout Prevention and the Office of Student Supports at the Colorado Department of Education.Key Duties and Responsibilities:Lead evaluation and research activities for the Office of Student Engagement and Dropout Prevention (SEDP) and the Office of Student Supports (OSS) with the goal of supporting CDE staff, grantees, educators and local education agencies in the successful implementation and continuous improvement of dropout prevention efforts with a special focus on grants to serve expelled and at-risk students, highly mobile students, low-income students and those re-engaging in school. Activities include: preparing for and representing the SEDP and OSS offices at Education Data Advisory Committee (EDAC) meetings, developing measurement tools and assessments, conducting needs assessments of stakeholders, developing performance measures and targets, cost benefits analysis of project, and developing the evaluation plan and timelines.

Provide leadership and oversight to the SEDP and OSS Offices to ensure the effectiveness of evaluation structures of state and federal dropout prevention grants, including databases and data collection timelines and procedures, and provide reliable and valid information which will meet the required timelines for statutorily required reports, dissemination, and internal continuous improvement.

Lead and manage all tasks needed to comply with the evaluation reporting requirements of the dropout prevention grants, including developing and monitoring project plans to produce quality dissemination products including annual reports, fact sheets, and website updates and communicating findings to CDE leadership, state board members, state legislators, grantees, grant applicants, and the general public.

Serve as the lead for data collections, data requests, data analysis, and reporting related to the needs of the SEDP and OSS Units. This includes but is not limited to pulling needed data from CDE’s data warehouse and partnering with the Data Services Unit and the Information Management Services Unit to ensure data accuracy, serving as the point of contact for the offices’ data collection systems like Qualtrics and the Student Engagement Evaluation System and working with system developers to improve data collection processes and data accuracy.

Partner with other units at CDE and represent the SEDP and OSS offices on internal and external data management, evaluation, and research groups. Partner with organizations and agencies that provide services and supports designed to increase evaluation capacity and quality. Regularly attend state and national meetings as a representative of the DESK.

Recruit, hire and supervise graduate student evaluation interns assisting with dropout prevention and student re-engagement evaluation and research projects. Provide professional development opportunities and conduct performance evaluations for graduate student evaluation interns. Develop and implement processes to continuously recruit well-qualified graduate student evaluation, interns.

Develop requests for proposals and oversee independent contractors or contracted work for program evaluations.

Provide leadership, technical assistance, and support to dropout prevention grantees to ensure their ability to manage their evaluation and reporting responsibilities in conjunction with grant assurances and requirements. May include program and evaluation-related training conference calls and webinars, researching best practices, and connecting customers with evaluation resources.
