General Functions

Under the general direction of the Contract Administration Supervisor, this position assists in the project and contract administration of CIHA development projects. The primary focus is assisting with processing contractor and vendor pay applications, preparing contractor solicitations, tracking design and construction budgets, securing all necessary CIHA approvals and ensuring that standard company, applicable state, federal and granting agency policies are followed.

Major Activities (Typical Duties/Responsibilities)

Works closely with CIHA’s Procurement Department to prepare department solicitations.

Drafts and/or edits general provision specifications for minor construction projects for review and approval by CIHA’s Project Manager and Procurement Officer.

Attends pre-bid and pre-construction conferences with contractors to outline and explain project specific requirements and answer administrative and compliance questions as applicable. Continue this close communication with contractors and vendors throughout the duration of CIHA’s projects.

Reviews project contracts to become thoroughly familiar with terms and conditions, and understand the requirements of the parties.

Performs construction and other project contract monitoring functions, which includes tracking and enforcing required budgets, insurance requirements, and other reporting requirements.

Works closely with CIHA’s Accounting Department to establish project coding, and process contractor and vendor pay requests.

Reviews and processes payment of contractor and vendor pay requests in compliance with contract documents, regulations, and statutes.

Works closely with CIHA’s Development Finance Department to help DF establish project budgets, and assist DF in updating and monitoring for budget variances as projects progress.

Performs HUD Environmental Reviews.

Provides assistance with grant reporting, as required.

Maintains construction project files, drawing files, and archives as required, including saving documents onto CIHA’s CIMS database system.

Attends periodic construction meetings.

Monitors Fair Labor Standards compliance, which may include on-site interviews of contractor and/or subcontractor employees, reviewing certified payrolls, resolving discrepancies in certified payrolls, and other compliance work, as required.

Works with CIHA Project Managers to prepare and review contract change orders.

Reviews and reconciles cost estimates for original and change order work and verifies compliance with government cost principles in OMB Circular A-87.

Skills and Abilities

Some knowledge of practices, procedures, materials and equipment typical of building and facilities construction, maintenance, and operations; appropriate building usage and repair procedures; project planning and management; building plans and specifications; architectural and engineering principles; local, state and federal building codes, and regulations regarding public and Indian Housing construction and maintenance, including environmental, accessibility, hazardous materials abatement, energy efficiency, licensing, and permit requirements.

Some knowledge of Native American Housing Assistance and Self-Determination Act (NAHASDA), applicable Department of Housing and Urban Development (HUD) rules and regulations; Fair Labor Standards.

Ability to communicate effectively orally and in writing.

Ability to interpret and apply federal and state laws and understand contract language.

Ability to locate, organize, and report on a variety of records and procedures concerning building construction and operations, including contracts, insurance, and budget records; inspect buildings, and other facilities; prepare reports and recommendations.

Ability to travel by air, land, or sea to project sites throughout Cook Inlet Region.

High level proficiency in Microsoft Word, Microsoft Excel, and Microsoft Outlook.

Organized and strong attention to detail.

Education and Experience

Bachelor’s degree from an accredited college with major course work in architecture, engineering, business administration, construction technology, or closely related field.

Additional experience in building/construction management may be substituted for college on a year-for-year basis.

Three years experience in the construction office environment.
