Description of JobPosition SummaryThis position is responsible for supporting the administration of Title I, Part A through the Consolidated Application, monitoring and technical assistance to improve and expand access, opportunities, and outcomes for historically underserved students. Additionally, the position will support the state non-public schools Ombudsman. Support the administration of federal stimulus funds under the Elementary and Secondary School Emergency (ESSER) funds.Key Duties and ResponsibilitiesA. Support the administration and implementation of Title I, Part A of the Elementary and Secondary Education Act (ESEA) programs.Serve as a CDE resource on Title I programs, requirements including federal accountability, and school and district improvement requirements and efforts, including the review of Unified Improvement Plans.

Identify and disseminate information regarding exemplary programs, best practices, instructional strategies, and resources for preschool, English language learners, homeless, Neglected or Delinquent, and students at risk of failing to meet the State's standards to Title I schools, districts and BOCES.

Work as a team member across multiple offices (Special Education, Gifted and Talented, School and District Improvement, and others) to provide coordinated support to districts.

Assist Title I schools, school districts, and BOCES in coordinating federal, state, and local programs and resources to improve quality and effectiveness.

B.Perform all activities to prepare and manage grant applications from Local Education Agencies.Review and approve ESSA Consolidated Applications from districts and BOCES, and provide technical assistance in plan development, conducting needs assessments, revision of application materials, and process as needed.

Annually update, if needed, the Title I, A section of the ESEA Consolidated Application.

Participate in the development of the ESEA consolidated application that is used by districts to access ESEA funding.

C. Assist with planning and implementation of professional development opportunities for BOCES, school districts, and schools.Develop content and present at Regional Networking Meetings.

Provide support, develop guidance and identify and disseminate best practices for Title I schools, school districts, and BOCES in coordinating federal, state, and local programs and resources to improve quality and effectiveness

D.Participate in monitoring of LEA Administration of ESEA Programs.Assist with the development of the Title I, Part A monitoring requirements.

Plan and conduct onsite and desk reviews of ESEA Title programs and produce written reports regarding findings.

E. Review and provide feedback for improvement plans submitted by LEAs and BOCES for schools that have been identified as Comprehensive Support and Improvement.F. Review and provide feedback on LEA applications, provide technical assistance and support, and participate in monitoring of the LEAs' use of ESSER funds.G. Collaborate with the Data, Accountability, Reporting, and Evaluation Team to identify and utilize appropriate evaluation criteria to determine the effectiveness of ESEA programs.H. Work as a team member across multiple offices (Special Education, Gifted and Talented, School and District Improvement, and others) to provide coordinated support to districts.I. Collaborate with other offices in the unit and CDE in providing guidance and implementing state and federal requirements under ESSA.J. Assist school districts and BOCES in coordinating federal, state, and local programs, and resources to improve program quality and effectiveness.K. Other duties as assigned by the Director or the Assistant Director of the Office of ESEA Programs.Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsCompetency and Qualifications RequirementsKnowledge and experience with programs funded under the Elementary and Secondary Education Act (ESEA), reauthorized as the Every Student Succeeds Act (ESSA), with a deep understanding of Title I, Part A.

Strong understanding of federal education requirements specific to the state's ESSA state plan. Experience in a school or district setting (prefer teaching and/or administration experience in a Colorado Title I school).

Familiarity with Colorado's educational laws, policies, and practices, particularly as they pertain to rural education settings.

Proficiency in Microsoft Excel, Word, PowerPoint, and Access. Demonstrated ability to communicate effectively, both verbally and in writing.

Exceptional organizational skills, including the ability to balance competing priorities, track and meet deadlines.

Ability to handle multiple projects simultaneously.

Strong work ethic and attention to detail and accuracy.

Ability to work effectively with diverse stakeholders in difficult or uncertain circumstances.

Ability to understand and provide technical assistance concerning the use of state, district, school, and student-level data.

Ability to understand and provide technical assistance concerning the use of federal supplemental funds to support historically underserved populations.

Experience in developing and delivering professional development training and conferences for adult learners, using various modalities (e.g., online, small, or large groups).

Ability and willingness to travel, primarily in-state.

The ability to pass a background check.
