Job Summary

The Trustees of the Northern Iowa Electrical Joint Apprenticeship and Training Committee (“EJATCNI”) announce an opening for a part-time Training Director. The EJATCNI is a 501(c)3 non-profit employer providing related classroom and on-the-job training to apprentices and journey-level electricians in the electrical construction industry. The Training Center is a registered apprenticeship program with approved standards with the Department of Labor.

Jointly, the Iowa Chapter of the National Electrical Contractors Association (NECA) and the International Brotherhood of Electrical Workers (IBEW) Local 288 fund and oversee the specific occupation of the 5-Year Inside Wireman Program, and the 3-Year Low-Voltage Wireman Program. The Board of Trustees is comprised of four (4) National Electrical Contractors Association (NECA) and four (4) International Brotherhood of Electrical Workers (IBEW) members. The Training Director is responsible for the daily operations of the Northern Iowa Apprenticeship Program and reports to and is accountable to the Board in the administration of the Apprenticeship Program.

The Training Director, with assistance of plan professionals, is responsible for the preparation and maintenance of financial statements, annual audits, budgets, IRS required filings, investments, expenditures, the monitoring, recording, and reporting to the board, knowledge of the Division of Building and Safety Apprenticeship rules in Iowa and Industries Apprenticeship Standards, understanding the importance of non-profit Employment Retirement Income Security Act (ERISA) of 1974 Trusts as applicable to jointly managed funds, and the recruitment efforts as related to state and federal EEO requirements. Applicants must be able to develop relationships with businesses, the signatory contractors, the local Union, and community groups while assisting with the coordination and development of workforce training strategies and responsible for the administration of staff, students, and instructors.

In summary, The Training Director shall assume such responsibility and authority for the day-to-day operation of the apprenticeship and training programs as is delegated by the JATC. However, all governing responsibility for the apprenticeship program rests with the JATC—including interviewing, selecting, and supervising apprentices and assuring full compliance with these Standards, the Affirmative Action Plan and the Selection Procedures.

The position will be responsible for administering the training office, administering the training program, promoting the apprenticeship, administering the selection of new apprentices, providing apprentices with on-the-job training opportunities, and ensuring that apprentices and journeymen are provided with the highest level of classroom training. The position is expected to support relations with EJATCNI board members, the local

NECA chapter, contractors, Union, apprentice candidates, and the community at-large.

Essential Functions/Responsibilities Include:

Administer the Training Office and Program

Maintain and secure all records.

Maintain confidentiality as required.

Attend training, conferences, and seminars related to the duties of the training director, as required

Work with local and state federal agencies to ensure compliance with required documentation and procedures.

Adhere to, work within, and understand the regulations of the ERISA Act of 1974.

Maintain Financial Records

Maintain all financial and account information.

Prepare financial reports as required.

Work with accountants in administering and auditing EJATCNI funds.

File tax reports as required.

Pay bills.

Seek additional funding for the EJATCNI through state or other resources.

Recruit New Apprentices and EJATCNI Public Relations

Respond to correspondence to EJATCNI.

Prepare written materials for recruitment.

Represent EJATCNI at career days at high schools and area job fairs.

Prepare and place advertisements about the apprenticeship program.

Select New Apprentices for the Program

Answer inquiries from apprenticeship candidates.

Take applications and verify qualifications of applicants.

Schedule and administer National Joint Apprenticeship Training Committee (NJATC) aptitude exam test.

Prepare lists of qualified applicants to be interviewed.

Schedule interviews.

Tabulate interview results, rank selected qualified applicants, and maintain qualified eligibility pool per applicable law and selection process.

Notify successful applicants and prepare all paperwork to indenture them.

Schedule any pre-employment testing and/or physicals.

Meet with all new apprentices and review program and policies.

Provide Apprentices with On-the-Job Training and Schooling

Assign apprentices to contractors.

Maintain and review apprentices on-the-job training hours.

Monitor and review apprentice performance.

Visit apprentices on the job, if needed.

Rotate apprentices as needed to allow exposure to different kinds of work.

Investigate any reports of problems between apprentice and co-workers and/or the contractor.

Coordinate with the Cedar Rapids and Des Moines Training Centers for Classroom Instruction.

Order and/or obtain books for apprentices.

Monitor and maintain records of apprentice performance and grades.

Reserve hotel rooms for apprentices, as needed.

Work with EJATCNI Committee

Maintain confidentiality of records.

Prepare correspondence for the Committee.

Attend Committee meetings and remaining neutral in discussions between the Committee members.

Prepare agendas for Committee meetings.

Prepare Committee meeting minutes.

Provide Committee members with financial reports.

Present Committee members with apprentice school progress, OJT work hours and items requiring their attention.

Work with IBEW Local 288

Consult with Business Manager as needed.

Notify the Union about the names of newly selected apprentices.

Notify the Union about any job placement, advancements, or suspensions of apprentices.

Work with NECA and Contractors

Consult with NECA Chapter Manager as needed.

Notify contactors of upcoming journeymen classes.

Provide Classes for Journeymen

Provide journeyman training classes with approval of EJATCNI.

Publicize the classes with the Local 288 and Contractors.

Coordinate instructors for classes.

Obtain course payments and/or process any applicable grants.

Obtain and provide course completion certificates.

Desired Qualifications:

Experience

Electrical experience a plus, but not required.

Administrative experience.

Skills/Abilities

Organizational and time management skills.

Ability to multi-task and oversee multiple projects at once.

Ability to communicate clearly, concisely, and appropriately in written and verbal form.

Ability to handle and maintain confidential communications and material.

Ability to prepare and manage budgets.

Ability to identify grant opportunities relevant to EJATCNI and prepare grant applications.

Proficient computer experience including, e-mail, word processing, spreadsheet, database, QuickBooks and presentation software.

Website maintenance

Ability to electronically store and access data, maintain records and generate reports.

Ability to interact in a professional, courteous, and effective manner with a diverse community.

Knowledge of government regulations pertaining to apprenticeship & training.

Other Requirements

Must have a valid driver’s license.

Must be willing to travel as needed to attend meetings, job fairs, seminars, and conferences as required.
