This department head position provides vision and leadership for the strategic development and management of the Information Technology Department to support the organization's mission and strategic goals. Work involves supervising subordinate network systems and programming staff, overseeing the department budget, project management, and developing a long range plan to meet the City's technology needs. Work is performed under the general director of the Mayor.

ESSENTIAL JOB FUNCTIONS • Creates a vision and roadmap for information technology and works closely with all Directors to understand the organization and how to best position information technology to support their goals. Communicates and promotes that vision to all members of the organization.• Organize, lead and facilitate the functioning of Information Technology, providing excellent customer service.• Develop, lead, and mentor the information technology staff. Establish performance goals with the department.• Develop appropriate policies and procedures to ensure system and regulatory compliance and the effective utilization of physical and financial information technology resources.• Develop information technology plans and programs to improve organizational effectiveness and efficiency.• Motivates and fosters re-engineering of business practices with a focus on change management.• Administers and controls the Information Technology Department budget to contribute to cost effective operations.• Maintains the security and integrity of all information and data for the organization.• Manage vendor relationships through close contact with representatives of firms providing computer hardware, software, and support services.• Encourages and emphasizes an effective project management approach and skills development.• Serve as an active member on the City Director team.• Participate in determining the City strategic plan and carrying out of that plan.• Manages the City Internet and Intranet sites, with a focus on user friendliness and functionality.• Maintains regular punctual and predictable attendance, works overtime and extra hours as required.

OTHER JOB FUNCTIONS • Provides data and reports in support of internal investigations or difficult or sensitive projects.• Provides for and supports the acquisition and maintenance of telephone systems, copiers, etc for all City departments.

TYPICAL QUALIFICATIONS:Bachelor's degree in Computer Science, Data processing or related field, eight to nine years relevant experience with three years supervisory/management experience, or any equivalent combination of education, experience and training which provides the following knowledge, abilities and skills: • Must have a strategic and customer focused view, with an emphasis on interpreting strategy into tactics. Must be credible and able to gain others confidence through their actions and intelligence, and must be able to accomplish their objectives through a combination of authority and influence.• At the core must be a people person. Innovative and visionary but also pragmatic and results focused.• Must be a self-starter, able to act independently and deal with a certain level of ambiguity.• Considerable knowledge of information technology.• Considerable knowledge of general management and the operation and organization of municipalities, particularly as it relates to information system needs and requirements.• Ability to supervise staff.• Ability to analyze information needs and determine priorities for satisfying those needs.• Ability to operate the computers and related hardware.• Ability to maintain confidentiality.• Ability to establish and maintain effective working relationships with other employees and the public.• Ability to work effectively in a team setting.• Ability to understand and carry out complex oral and/or written instructions.• Ability to work effectively with minimal supervision and conform to deadlines.• Ability to sustain prolonged visual concentration.• Ability to communicate effectively both orally and in writing.• Ability to work occasional nights or weekends.• Possess and maintain a valid Wisconsin driver's license.
