Our client is looking for an Application Architect to develop a new Permit System (database and user interface) that both preserves existing functionality of the legacy system and meets new business requirements. Tasks:
- Preserve existing functionality of legacy system.
- Improve permit type management with versioning, renaming, grouping, code changes.
- Improve data structures, including application management with parent child application, permit activity relationships, and Individual Permit/General Permit Conversion.
- Improve integration with the ePermitting system to import application data and synchronize decisions, resource manager review and other event activities.
- Improve database correspondence template management to generate correspondence from permit data, review storage location options for non- ePermitting system documents.
- Improve database reporting by permit status, region, staff specialization teams and permit type/type groups (preserving historical relationships).
- Improve database timeline/event management with single activity list to track deadlines and maintain key events.
- Improved database security management through roles.
- Add database fee management, refunds, and tracking.
- Improve database alternative workflow management to support Monitoring, enforcements, and potential In Lieu Fees, Mitigations, Transportation and Energy Projects.
- Improve support for database administrative determinations for Wetland Delineations, Assured Delineators, Jurisdictional Determinations.
- Improve integrations with existing map services, including tabular and spatial data. Future additions to include the importing of user maps into a spatial layer and links to SharePoint document sets for wetland determinations.
- Draft and maintain technical and functional documentation throughout the lifecycle of this project.
- Deliver a completed database by April 2023.
- 8 years - Experience as an Application Architect with focus on the integration of internal business systems across multiple functional areas, notably in areas supporting information systems for natural resource management and geospatial data.
- The candidate must have proven methodology experience for complex systems integration projects and demonstrated ability to achieve deliverables on time and on budget.
- Experience with Oracle database development and maintenance .
- Experience with .NET Framework and C# programming language to create web applications.
- Experience with Geographic Information System (GIS) and geospatial database development and integrations with web mapping applications.
- Excellent communication skills, experience with technical and functional documentation.
- Experience in design and integration of business applications and enterprise IT infrastructure, the design and development of custom modules/solutions, and the integration of these components with packaged solutions.
