Project Manager – Commerce Acquisition for Transformational Technology Services (CATTS)

Required Certificates:
  • SIX SIGMA BLACK BELT
  • ITIL V3/V4 Foundations or comparable framework Certification.
  • Project Management Professional (PMP®) Certification.

Position Description Summary:
  • The Project Manager is responsible for overall coordination, status reporting, and stability of project-oriented work efforts. The Project Manager shall supply a key person for each service area as appropriate to their solution.
  • The following qualifications apply to each key person proposed. The PM shall provide the qualifications in terms of the service area/areas they are supporting. The PM shall provide the following type of support:
  • Establish and implement project management processes and methodologies for the IT community to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations.
  • Assemble project plans and teamwork assignments, directing and monitoring work efforts on a daily basis, identifying resource needs, performing quality reviews; and escalating functional, quality, cost, timeline risks and issues appropriately.
  • Track key project milestones and adjust project plans and/or resources to meet the needs of customers.
  • Coordinate communication with all areas of the enterprise that impact scope, budget, risk and resources of the work effort being managed.
  • Assist the Program Manager and Chief Technology Architect in partnering with senior management of the business community to identify and prioritize opportunities for utilizing IT to achieve the goals of the enterprise.
  • Manage human resources and staffing functions to ensure project performance is exemplary (e.g., hiring, performance management).
  • Manage one or more crossfunctional projects of medium to high complexity.
Skills & Experience:It is desirable that the Project Manager have the following experience and/or knowledge:
  • Experience in a business or Information technology field.
  • Information Technology experience, with no less than five (5) years of recent experience in managing multiple, crossfunctional teams or projects.
  • Experience in one of the following disciplines: Information Systems, Information Technology, Engineering, Management/Business Management, or Computer Science.
  • Demonstrated experience in contract/team transition activities for programs similar in complexity; with no less than five (5) years interacting with senior level management and key stakeholders.
  • Demonstrated experience transitioning onto Government systems and enterprise environments similar in size, scope, and complexity to enterprise environments.
  • Demonstrated experience transitioning to the Contractor’s proposed MSS domains and technologies.
  • Demonstrated experience with MS Office Suite

    , MS Visio, and MS Project.
  • Demonstrated experience providing presentations and briefings to highlevel management.
  • Demonstrated experience reengineering or setting up service desks according to industry best practices.
  • Demonstrated experience obtaining Government management buyin for improving the service desk by demonstrating greater Return On Investment.
  • Demonstrated experience developing and maintaining formal processes and procedures for consistency and increased productivity.
  • Demonstrated experience implementing methodologies to improve first call resolution, managing customer perceptions, and building strong internal relationships.
  • Demonstrated experience recommending and implementing appropriate technology and other resources to maximize service desk effectiveness.
  • Demonstrated experience building and retaining a qualified service desk team through innovative hiring and training and development techniques.
  • Demonstrated experience implementing innovative staffing and scheduling models for KPI guaranteed coverage at the lowest possible costs.
  • Demonstrated experience developing a customer care philosophy that ensures customer satisfaction.
  • Demonstrated experience analyzing service desk performance through various statistical and reporting methods.
  • Demonstrated experience enhancing the image of the service desk as a front-end support group that advances the IT vision and strategy.
  • Demonstrated experience managing an incident management system in a performance-based environment complying with ITIL V3/V4 standards
Minimum Requirements:Information Technology experience, with no less than five (5) years of recent experience in managing multiple, crossfunctional teams or projects consisting of advising senior level management and key stakeholders. Education:

  • High School + 10 years of IT experience
  • Bachelor of Science (preferably in Business Management, Information Technology or Computer Science)
