In addition, the Division includes the following work units that provide services to each of the two institutes: financial services, information management, Medicare, Medicaid and HIPAA compliance, and Institute Security Services. The Institutes provide Inpatient hospitalization for seriously mentally Ill individuals. Both Institutes are accredited by the Joint Commission on Accreditation of Healthcare Organizations and certified by the Center for Medicare and Medicaid Services (CMS) for Medicaid and Medicare billing and reimbursement. The Colorado Mental Health Institute at Fort Logan is a 94-bed hospital that provides inpatient psychiatric services for seriously mentally ill patients. The hospital's budget includes 215 FTE and totals approximately $27 million annually. Description of JobTThe Colorado Department of Human Services (CDHS) welcomes your interest in the Chief Executive Officer of Colorado Mental Health Institute at Fort Logan and is responsible for the continuous management of the hospital and all of its patients, programs, activities and departments. This position manages staff and resources to ensure the hospital provides quality patient treatment and services and complies with all policies mandated by federal oversight, state licensing and those adopted by the hospital, CDHS, the Fort Logan Governing Body and all applicable federal and state laws and regulations. This position leads the hospital In identifying goals, objectives and outcomes and then directs resources to implement these goals and objectives. This position reports directly to the Mental Health Institute Division Director within the Office of Behavioral Health and Housing and has line authority for 215 FTE and the responsibility for administration of a $27 million annual budget. The CEO acts as the duly authorized representative of the Governing Body in all matters In which the Governing Body has not formally designated some other person to act. Responsibilities include, but are not limited to:Provide management and leadership for all programs and services provided by the Institute.

Perform, and/ or oversee all duties relative to accomplishing the mission, goals, objectives and purposes of the hospital.

Evaluate data related to the hospital's performance In relation to these goals and objectives and take management action to improve outcomes.

Analyze program efficiency and effectiveness, identify and define areas for Improvement, and ensure that solutions are implemented and monitored for effectiveness and efficiency.

Perform these management and leadership duties while being responsive to constant change and revision of budget levels, accreditation, and accountability programs, economic changes, and the changing needs of the patient population and changing state ol inpatient psychiatric treatment.

Establish systematic and effective mechanisms for institutional planning and communicating between members of the Governing Body, hospital administration, the medical staff, nursing, and other disciplines, services, programs, and departments.

Ensure that the treatment and services provided to patients meet all regulatory requirements, including the Joint Commission, the Colorado Department of Public Health and Environment, and the Centers for Medicare and Medicaid Services.

Utilize hospital quality management resources to monitor hospital compliance with these regulatory requirements.

Develop and implement plans of correction in the event of regulatory survey findings.

Establish policies and procedures and methods of operation lo ensure the existence of an effective performance improvement program; patient safety program, and risk management program within the hospital.

Manage and administer an annual operating budget totaling approximately $27 million annually.

Assure balanced resource deployment (personnel services, operating, and capital outlay) between the Institute treatment programs, clinical departments and ancillary and support areas.

Make management decisions to reduce projected budget shortfalls or allocate projected surpluses during the fiscal year.

Identify performance goals and objectives for direct report staff and monitor staff performance in relation to these goals and objectives.

Conduct performance management and pay (PMAP) planning review and appraisal for direct reports.

Hold twice monthly or more frequent supervision meetings with each direct report and provide coaching, timely feedback and communication regarding work performance.

Administer corrective or disciplinary action as needed and defend such actions. Hear grievances and other personnel actions.

Develop, implement and maintain strategies that ensure Diversion, Inclusion, and Equity are promoted throughout the hospital, for staff, and as a lens for the treatment and care of patients.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsEducation: Graduation from an accredited college or university with a bachelor's degree.ANDExperience: Six years of progressively responsible professional experience leading a large, complex organization that must have included at least:Proven experience successfully leading and supervising subordinate managerial staff

Professional public or business administration experience that included establishing organization structure, developing strategic work plans, budget development and control, setting goals and objectives to achieve program results, and fostering a team environment.

Setting and communicating an inspiring vision and action oriented implementation plan.

Substitution:Additional appropriate experience will substitute for the degree requirement on a year to year basis.Additional appropriate education will substitute for the required experience on a year-for-year basis.Preferred Qualifications:The preferred candidate will exhibit:Proven experience and record of successfully incorporating equity, diversity and inclusion principles and strategies into organizations.

Experience working in a complex and political environment.

Professional experience leading human services programs (especially those similar to the divisions within behavioral health) at a state level.

Proven experience in policy analysis, development and implementation, particularly in a state context.

Knowledge and experience in Colorado-specific behavioral health issues.

Proven record of building and managing teams and creating successful work environments.

Proven ability to provide strategic direction and ensure an effective work structure to maximize productivity and achieve goals.

Experience overseeing and executing data-driven performance management and outcome-based systems and initiatives.

Experience communicating effectively with policymakers, administrators, advocates, and a variety of local communities.

Additional depth and breadth of job-related experience beyond the minimum qualifications above.
