Systems Development Specialist VI to work in Concord NH. This is an excellent opportunity to work in a dynamic and challenging environment, and drive innovation at the State of New Hampshire within the Department of Information Technology, Agency Software Division – Dept Health & Human Services.

SCOPE OF WORK: Works directly with management, end users and consultants to analyze, define, code, and document business applications. Support of Public Health applications, including data flowing in from hospitals and labs, the programming of, and the data flowing out to the various applications. Also responsible for ongoing monitoring of feeds, security and diagnostic troubleshooting of Public Health solutions. Supervises and directs other Systems Development Specialists and coordinates multiple computer programming projects and resources to formulate and implement solutions to Public Health concerns.

ACCOUNTABILITIES: Defines systems requirements and operational procedures and evaluates feasibility of alternative solutions specific to Public Health applications.Acts as bridge between management and the various business partners in the understanding of how the software system needs to work to resolve the business need and/or request, and the detailed technical information related to the solution.Designs and reviews detailed functional specifications, system specifications, and program specification for developers. Prepares documentation to the appropriate level of detail with respect to requirement’s definition, analysis and design.Assigns, outlines, and supervises multiple programming activities and projects including analysis, coding, testing, debugging, implementation, and documentation.Develops, tests, debugs and maintains computer applications utilizing JAVA and PowerBuilder in client-server and PC environments.Analyzes and resolves production problems in client-server, LAN/WAN, and PC environments. Responds to after-hour production problems.Provides estimates of time and resources required to perform various tasks while working with team members. Reviews estimates for accuracy and completeness composed by other team members.Reviews, evaluates work of the project team and prepares project related performance reports.Reviews changes to user policies and procedures, and plans system modifications accordingly.Provides guidance, advice and direction to subordinates. Demonstrates in-depth understanding of all programming concepts, including quality control, flowcharting, analysis, coding, testing, documenting, and implementing programs and systems. Cross-trains the appropriate coworkers/subordinates in critical job functions to ensure continuity of job knowledge, system operability, and work unit functions.

MINIMUM QUALIFICATIONS: Education

: Bachelor's degree from a recognized college or university with at least fifteen (15) credit hours in the field of computer sciences. Each additional year of approved formal education may be substituted for one year of required work experience. Experience

: Six years' experience as a computer programmer or systems analyst associated with a late generation medium or large scale on-line computer systems or computer networks similar to the recruiting agency; at least three years of which shall have been involved with systems analysis. Each additional year of approved work experience may be substituted for one year of required formal education. License/Certification: Must be eligible to hold a valid New Hampshire driver's license and/or have access to transportation for use in statewide travel.

SPECIAL QUALIFICATIONS:
  • Experience in Rhapsody environment, knowledge of Routes, Mappers, Comm Points, Filters and other Rhapsody components, as well as programming in Javascript, Symphonia and batch/shell scripting.
  • Experience with networking/server administration concepts.
  • Experience in PL/SQL programming, use of Oracle packages and procedures and the ability to work in a team environment is required.
  • Proficiency with HL7 data structures.
  • Oracle Apex programming knowledge is required. Working knowledge of Systems Development Lifecycle (SDLC) methodologies.

PREFERRED QUALIFICATIONS:
  • Experience and in-depth understanding of all programming concepts, including flowcharting, analysis, coding, testing, documenting, and implementing programs and systems.
  • Appeon (SAP) Powerbuilder programming knowledge.
