IT Manager III/Assistant Agency Technology Manager to work in Concord NH. This is an excellent opportunity to work in a dynamic and challenging environment, and drive innovation at the State of New Hampshire within the Department of Information Technology, Agency Software Division – Dept of Health & Human Services.

SCOPE OF WORK: Provide a lead role within the Department of Information Technology (DoIT) team supporting the Department of Health and Human Services (DHHS) to plan, manage, oversee, coordinate, and support: large-scale, department-wide, and multi-divisional/multi-program projects; improvements to information technology procedures and systems; and major new initiatives, to benefit DHHS. Assist the Agency Technology Manager with overall support of Agency information technology systems. Coordinate the delivery Agency technology solutions through project management and cross-team collaboration.

ACCOUNTABILITIES: This position will work closely with IT leadership and business stakeholders and other entities to communicate and align the scope and schedule of projects to meet agreed upon delivery expectations Assist in determining DHHS technology based project priorities and schedules. Monitor and report on all aspects of project deliverables and timelines. Provides direction and support for Department-wide and multi-divisional/multi-program projects and major initiatives to ensure effective and efficient implementation and timely completion. Coordinates with managers across other organizational groups to research and recommend system solutions to meet business goals, establish priorities and communicate progress and issue resolution information. Oversee multi-divisional technology projects, which include prioritization, identification and tasks assignment, and facilitation of communication among IT staff and DHHS business staff. Develop project communication plans that facilitate effective and efficient communications with the various stakeholders. The communication plans will clearly outline project objectives, identify key stakeholders and allocated resources. This plan will provide timely review and feedback to the appropriate target audience. Assist IT Lead and Assistant Lead with administrative functions and oversee the procurement of technology hardware, software and services to meet project needs, which includes design, security, technology research, implementation, budget development, exception requests and on-going support. Direct multi-disciplinary teams across departments during the planning, scoping, analysis, design, and implementation phases of information systems projects Assist IT Lead and Assistant Lead with other duties as assigned.

MINIMUM QUALIFICATIONS: Education: Bachelor's degree from a recognized college or university. Each additional year of approved formal education may be substituted for one year of required work experience. Experience: Eight years of experience in information technology or data management, three years of which shall have been in a supervisory or management capacity. Each additional year of approved work experience may be substituted for one year of required formal education. License/Certification: Must be eligible to hold a valid New Hampshire driver's license and have access to transportation for use in statewide travel

SPECIAL REQUIREMENTS: Demonstrated proficiency in project management required; facilitation training. The position requires additional coursework covering topics such as personal and organizational integrity, managing workflow, leadership, self-development, planning, change leadership, decision-making and systemic integration with a public service focus. Successful applicant will have working knowledge of Personal Computers, desktop productivity tools, and project management software with experience using System Development Life Cycle methodologies. Certification in Project Management, LEAN, Continuous Improvement, or an equivalent certification preferred.
