Job Description :Technical Specialist 4 (TS4) - Database DeveloperISSUING OFFICEThis request is issued from the Commonwealth of Pennsylvania Office of Administration’s Office of Information Technology (OA/OIT). The position will have a reporting relationship to the Health and Human Service Delivery Center (HHSDC) within the OA/OIT, the Department of Health (DOH).BACKGROUND/PROBLEM STATEMENTContract support is needed to convert SQL Anywhere databases to SQL Server and update applications to use the new databases for the Department of Health (DOH).OVERSITE/CONTRACTOR MONITORINGThe Health and Human Services IT Delivery Center will oversee the work assignment.INCURRING COSTSThe Department of Health (DOH) is not responsible for any costs or expenses incurred by the contractor for parking.RESOURCESHHSDC will supply all necessary hardware, software for daily use as needed to complete assigned work items. Due to the current Global Pandemic the selected resource must be capable of and willing to telework and travel to the official work location as needed.OBJECTIVES OF ENGAGEMENTThe primary objective of this engagement is for the candidate convert and rewrite database triggers and procedures from SQL Anywhere to SQL Server syntax, to convert data from one database to the other, and to update .NET web application to use the new SQL Server databases. Proficiency in SQL Server and .NET development is required. Knowledge of PowerBuilder would be helpful, but not required. OPERATIONAL REQUIREMENTSThis position is responsible for completing the work assignments related to the conversion from SQL Anywhere to SQL Server for the designated DOH databases and systems.The contractor will be required to:
  • Incumbent shall use industry best practices and object-oriented techniques during all phases of development and will perform code review of other developers, thus knowledge in this development languages is essential to this job.
  • Meets regularly with the application team to establish work assignments, project scheduling and weekly deliverables.
  • Supports implementation and maintenance of designated DOH databases and applications.
  • Assists in developing and maintaining technical documentation, assists the application development team in the HHSDC established “best practices” with regards to coding, documenting, unit testing and integration of new and changed code.
  • Adheres to the Bureau’s Project Management Office and SDLC methods and procedures and perform business analysis and project management tasks as needed.
CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS
  • The incumbent should be proficient using Microsoft Visual Studio and Microsoft SQL Server Management Studio. The incumbent must also have experience working with ASP.net, VB.net, JavaScript, XML, SQL Server Databases, SSIS, SSRS, Web Services, IIS, HTML. Familiarity with Azure Dev Ops is also required for this position.
  • Experience developing relational databases using SQL Server.
  • Ability to present ideas (including complex data) to a varied audience effectively, both orally and in writing.
  • Ability to balance work between multiple projects and possess good organizational skills.
  • Ability to work collaboratively and effectively with colleagues, and as a member of a team.
