SUMMARY OF POSITION

Boulder Targeted Homeless Engagement & Referral Effort, (BTHERE) is a partnership between TGTHR and City of Boulder. The BTHERE Mental Health Outreach Worker represents TGTHR in the community through street outreach and community engagement as a part of a three-person team, including a peer advocate with lived experience and a street outreach coordinator. The goal of this outreach program is to connect people experiencing homelessness with basic needs, and health supplies, coordinated entry, housing navigation and information about the resources in the community. This is a Cares Act grant funded position in response to COVID-19. The position is currently temporary until the end of December, 2022 with the hope to make it long term and sustainable.

PRIMARY RESPONSIBILITIES

Street Outreach: 35hrs/week, 4 hrs/day, Mon-Fri throughout Boulder in all weather conditions.

● Engage and build relationships with persons experiencing homelessness for future connection to housing or services.

● Create and maintain a safe, trauma-informed environment on the street.

● Provide crisis counseling and mental health support while on street outreach.

● Help support service linkage to community mental health support as needed.

● Maintain appropriate professional boundaries.

● Educate persons on all applicable public health order compliance measures. This may include distribution of masks or conducting basic health screenings (including taking temperatures). If a person is deemed to be symptomatic of COVID-19, the engagement team will contact the COVID-19 Recovery Center (CRC) for transport of the individual to the CRC for respite care and testing. On occasion, the team may be accompanied by Boulder County Public Health staff members for Hepatitis A or other health interventions.

● Connect persons experiencing homelessness to Coordinated Entry and other resources such as mental health services, food pantries, clinics, etc.

● Encourage compliance with public health orders and conduct screening and referral to respite centers, where necessary and appropriate.

● Responsible for fidelity of services on street outreach in accordance with outreach program and identify best practices, including adapting the program to fit the needs of the community, youth and adults.

● Maintain street outreach inventory.

● Create and provide street-based case management.

● Collect street outreach data to support outcome measures and data for grant reports and program development, in collaboration with Street Outreach Manager and BTHERE team.

● Liaise with community partners in the City of Boulder and Boulder County to collaborate on service delivery.

● Work closely with outreach team members and provide timely feedback.

PROFESSIONAL QUALIFICATIONS

Required:

● Bachelor’s degree in human services or related field or equivalent experience.

● Previous experience working in behavioral and/or mental health.

● A minimum of 2 years of experience working with vulnerable populations.

● Be accepting of a variety of lifestyles, behaviors, cultural and spiritual practices.

● Strong verbal and written communication skills with an ability to create meaningful and positive relationships in a short period of time.

● Exhibit a high degree of professionalism.

● Self-motivated, self-directed, and manage time effectively.

● Comfortable working with Microsoft applications and GSuite.

● Valid driver’s license, an ability to obtain a CO license, and reliable transportation

● Must be able to work outside in varying weather. This position requires travel to and from outreach locations either in their own reliable mode of transportation or driving a shared outreach vehicle, mid-size SUV/van, with other team members and outreach supplies.

● Must be comfortable in a mobile, dynamic, ever-changing environment interacting with individuals experiencing homelessness.

● Able to lift 25-30 lbs.

● Model and perform crisis intervention and de-escalation tools as needed.

● TGTHR's important work classifies our employees and program participants as high risk. Our staff's health, safety and ability to provide critical services remain our most important priorities. If you are hired, you will be required to prove that you have received the COVID-19 vaccine or are able to receive one within seven weeks of hire.

Preferred:

● Current resident of Boulder or have long-term professional experience working in the Boulder community.

● Previous Street Outreach experience.

● Masters degree in clinical counseling, social work or other behavioral health field.

● Bilingual, Spanish preferred.

BENEFITS & COMPENSATION

Salary Range: $21.00 - 24.00 per hour.
