Senior Director for Technology Innovation and Compliance/Chief Technology Officer (CTO) to join its executive management team. Hilltop is a university-based, nonpartisan research organization dedicated to improving the health and wellbeing of people and communities. Hilltop uses a data-driven approach to inform key state and federal policymakers on health care financing and delivery system reform in Maryland and other states.Hilltop’s state-of-the-art data management infrastructure—which includes a SAS data warehouse and production environment, as well as peripheral SQL Server databases for client applications—supports advanced analytics and data science projects that require linking multiple large health care data sets at the client level. Hilltop is seeking a CTO with experience in application development, program management, operations management, and information security. As the organization’s HIPAA Security Officer, the incumbent will be responsible for monitoring compliance with data use agreements for sharing protected health information (PHI) and ensuring compliance with HIPAA/HITECH and other state and federal requirements.ResponsibilitiesThe

Senior Director for Technology Innovation and Compliance/CTO reports to Hilltop’s Executive Director and is a key member of Hilltop’s executive management team. Specific responsibilities include:
  • Lead the development of the organizational vision for technologic innovation, translating that vision into strategic priorities and work plans, tracking progress toward goals and priorities, and ensuring delivery of technology solutions that solidify Hilltop’s standing as a leading data-driven state health policy research organization.
  • Continuously monitor and assess new technologies and standards, regulatory developments, developments in data science, and trends in health care delivery system reform to inform technology infrastructure development and management as well as organizational planning and decision making.
  • Lead cross-unit teams and directly manage staff responsible for SAS programming, Tableau and WordPress web-based application development, and IT infrastructure and systems development, providing direction on planning, development, and delivery of technology solutions for clients. Applications include the DataPort, Hilltop’s business intelligence and reporting platform that uses a SQL Server data warehouse on the backend and an Agile development paradigm to deliver Tableau visualizations of health care data.
  • Expand Hilltop’s continuous integration/continuous delivery and deployment (CI/CD) capability through coupling of the development cycle of projects and operations to Hilltop’s requirements tracking system (Azure DevOps) and version control system (gitlab).
  • Ensure compliance with HIPAA/HITECH and other regulatory requirements related to data management and security, including risk assessment and disaster recovery planning.
  • Serve as executive liaison with UMBC’s Division of Information Technology (DoIT) to advance the continued modernization of Hilltop’s data infrastructure and provide IT support for Hilltop’s offices and telework. Leverage HIPAA-approved cloud-based solutions, such as AWS storage and Azure services.
  • Oversee data management consistent with the terms of data use agreements and ensure compliance with information security protocols.
  • Oversee vendor procurements and contracts for IT software and equipment, such as HEDIS software and development licenses for SAS, Stata, and Tableau.
  • Mentor direct reports and provide opportunities for professional growth and development.
  • Perform other duties as assigned.
Minimum QualificationsThe

Senior Director for Technology Innovation and Compliance/CTO is an executive-level position requiring leadership, strategic focus, management expertise, personal initiative, and excellent relationship-building skills.The successful candidate must possess a Master’s Degree in business management/administration, information technology, cybersecurity, public policy, law or a related discipline and at least 10 years of relevant experience, including significant demonstrable experience in organizational and staff management. (A Bachelor’s Degree in business management/administration, information technology, cybersecurity, public policy or a related discipline and at least 15 years of relevant managerial experience may be substituted for the Master’s Degree and 10 years of experience.)Preferred QualificationsDemonstrated Competencies
  • Substantive knowledge of data science and information technology and prior experience in facilitating technological innovation.
  • Deep and comprehensive understanding of Hilltop’s core businesses and federal and state health policy.
  • Demonstrable experience in interpreting, administering and ensuring compliance with HIPAA/HITECH requirements, including risk assessment, disaster recovery planning, data management and security.
  • The ability to provide strategic leadership, strategically assess challenges and opportunities, exercise sound judgment and informed decision making, build consensus, effectively communicate verbally and in writing and motivate and manage project teams and staff.
  • The ability to nurture and enhance relationships within the UMBC community and externally with clients, sponsors, and other stakeholders.
