This position demonstrates in-depth analytic and data knowledge and skills, manages projects, and is accountable for the successful execution of project goals that are aligned with the goals of CSPC/Transformation&Analytics and supporting the National Quality and Clinical Excellence program. Functions as a statistical data analysis expert with emphasis in the area of Value Realization and Optimization KP's clinical systems including KP HealthConnect and kp.org.Essential Functions:Works on complex scope assignments as lead analyst and diverse scope assigments as project lead.- Interprets less defined guidelines to make recommendations for process improvements and/or enhancements.- Requires complex planning to coordinate with other departments or resources. - In consultation with the Director/Manager, initiates, coordinates, and facilitates evaluation and analytic projects to meet client needs and achieve programmatic and organizational objectives.- Applies project leadership skills, methodological expertise, and knowledge of KP data and analytical resources to determine the scope, design, development of data requirements and specifications, statistical analysis or mathmatical modeling, and summarize results in PowerPoint, including partnership with regional analytical groups and consultation with Health Plan and Medical Group subject area experts.- Shares overall responsibity of external publications. - Leads and coordinates project by effectively communicate project assumptions, methods, and results to clients and other interested parties.

Elicits and incorporates feedback from clients to inform the design of reports and enhance their effectiveness.- Establishes and maintains effective working relationships both internal and external to the CSPC.

Engages and sustains support among project participants and clients.

Represents CSPC to external partners and clients in communications related to projects.- Determines analytical framework for project design to include evaluation mechanisms for project outcomes. - Advises the Manager on project staffing decisions. Identifies professional development opportunities for technical staff based on project requirements.- Based on agreements with the Manager, set overall project direction to address client needs. - Assists in the prioritization of projects that compete for limited resources, and the scheduling and sequencing of work across projects to make the best use of A&E resources.

Basic Qualifications:Experience- Minimum eight (8) years of related (i.e., in an analytical environment) work experience.- Minimum eight (8) years of programming experience with SQL, SAS, manipulation of large databases rare equired.Education- Bachelor's degree in biostatistics, applied mathematics, computer science, or related technical field, OR four (4) years of experience in a directly related field.- High School Diploma or General Education Development (GED) required.License, Certification, Registration- N/A Additional Requirements:- Experience managing or coordinating professionals in a complex organizational setting.- Demonstrated effectiveness in written and verbal communication of technical material related experience.- Experience with data extracts and data warehousing.- Experience with analysis of large administrative and clinical databases and computer-intensive statistical analysis, and general research methodology are required.- Must have project management experience and matrix management structures.- Demonstrated ability to effectively design, develop, manage, and coordinate reporting and analytical efforts among multiple constituents.- Must be able to work in a Labor/Management Partnership environment.- Excellent project management skills, including setting priorities and developing work plans, assembling project teams, structuring and executing quantitative analyses, overseeing support staff, and meeting deadlines.- Excellent in critical thinking, analytical, and excellent problem-solving skills.- Ability to work within a team and cross-functional teams.- Outstanding written and verbal communication and effective interpersonal skills.- Demonstrated ability to effectively work directly with various levels of leadership and bringing high-priority projects to successful results.- Must be able to work in a Labor/Management Partnership environment.Preferred Qualifications:- Minimum eight (8) years of related (i.e., in an analytical environment) work experience in health care with a master's degree preferred.- Experience with analysis of large administrative and clinical databases and computer-intensive statistical analysis using SAS preferred.Oracle, cognos, Teradata experience is a plus.- PhD degree preferred.- Knowledge of healthcare industry, especially health care analytics preferred.- Familiarity with Kaiser Permanente health care system preferred.- Epic Chronicles, Clarity, and Hyperspace training is a plus.
