Responsible for coordinating strategy and its execution at local, regional and global levels with business stakeholders, operational and global shared services team members and executive sponsors.ESSENTIAL DUTIES AND RESPONSIBILITIESDevelops, plans, organizes and implements national/regional contracting and procurement strategies and programs to increase operational efficiency and profitability.Executes the RFP process, solution selection and negotiations to achieve the desired results.Manages the supplier/contractor certification process including review of requisite experience, legal and organizational structure, financial viability, geographic coverage, insurance requirements and other capabilities.Prepares and maintain contracts with national/regional service providers in accordance with company standards.Mentors and educates the CBRE organization on contemporary outsourcing practices and the value of applying them with third party providers to support CBRE business interests.Manages issues and expectations across a broad range of skill sets, locations and cultures both internally and with service providers.Partners with Finance to outline potential value and ROI for proposed initiatives and tracking results.Serves as key point of contact for utilization management and coordination with outside procurement/e-procurement solutions.Participates on behalf of the company in approved or sponsored procurement organizations or related initiatives.Conducts periodic visits to supplier work locations to evaluate vendor performance.Develops company-wide policies and procedures, playbooks and other organizational materials with respect to national/regional sourcing.Other duties may be assigned.SUPERVISORY RESPONSIBILITIESProvides formal supervision to individual employees within single functional or operational area. Recommends staff recruitment, selection, promotion, advancement, corrective action and termination. Plans and monitors appropriate staffing levels and utilization of labor, including overtime. Prepares and delivers performance appraisal for staff. Mentors and coaches team members to further develop competencies. Leads by example and models behaviors that are consistent with the company's values.QUALIFICATIONSTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. MBA Preferred. Eight or more years' experience in strategic sourcing, vendor management, outsourcing, consulting, program management, transitions, service quality improvements or other related experience.Aptitude in working with international colleagues and suppliers to coordinate and execute global strategies within a dynamic team environment. Demonstrated experience with service providers, multi-year contract management and playing key governance roles with outsourced providers.CERTIFICATES and/or LICENSESCertified Outsourcing Professional (COP) Certification preferred. Lean Six Sigma Certification preferred; Certified Purchasing Manager or Certified Professional in Supply Management desired.COMMUNICATION SKILLSExcellent written and verbal communication skills. Strong organizational and analytical skills. Ability to provide efficient, timely, reliable and courteous service to customers. Ability to effectively present information.Ability to respond effectively to sensitive issues.FINANCIAL KNOWLEDGERequires working knowledge of financial terms and principles. Able to evaluate complex business or financial data, identify cost trends and drivers and supplier profitability to develop innovative solutions and sourcing strategy. Approves and oversees costs managed globally related to service provider(s). Conducts financial/business analysis including the preparation of reports (e.g. spend analysis, budgeting, and forecasting).REASONING ABILITYAbility to quickly understand and exploit changes in the industry or solve advanced problems and deal with a variety of options in complex situations. Requires expert level analytical and quantitative skills with proven experience in developing strategies to mitigate risk, provide effective solutions for several constituents across lines of business and geographies and create new opportunities for competitive advantage. Draws upon the analysis of others and makes recommendations that have a direct impact on the company.OTHER SKILLS and ABILITIESAdvanced skills in Microsoft Office Suite Products and Internet navigation. Experience in working with and managing e-procurement and contracts management platforms. Strong interpersonal and organizational skills with ability to manage multiple projects simultaneously.Aptitude in working with international colleagues and suppliers to coordinate and execute global strategies within a dynamic team environment.SCOPE OF RESPONSIBILITYDecisions made with in-depth understanding and interpretation of procedures, company policies and business practices to achieve targeted results. Develops, recommends, and implements outsourcing programs and procedures. Responsible for setting project deadlines, and contract and/or governance objectives. Errors in judgment may cause long-term impact to line of business and/or overall company. Strong focus on developing strategic plans and roadmaps for large organizations.
