Job Purpose:This position will focus on supporting the Division of Environmental Assessment and Restoration’s (DEAR) application portfolio, which includes the Watershed Information Network (WIN). WIN possesses complex Java and Oracle PL/SQL database objects to help support heavy processing that occurs within the application.Primary Job Duties:Provide maintenance, enhancement and support for a variety of the agency’s business applications.• Provide maintenance, enhancement and support for a variety of the agency’s business applications.• Assisting in the preparation and documentation of program requirements and specifications.• Research and document requirements of program users.• Writing, translating and coding software programs and applications per specifications.• Assisting in the development and maintenance of user manuals and guidelines.• Working with network administrators, systems analysts and software engineers to assist in resolving problems with software products or company software systems.• Providing mentoring and guidance to junior programmers. About the Candidate:

QualificationsBachelor’s Degree in Computer Science, Information Systems or other Information Technology major, or equivalent work experience.Required ExperienceThis position requires the following experience and/or knowledge: 1. 7+ years’ experience with Java application development, leveraging frameworks such as Struts/Tiles, Struts 2, Servlets/JSP, and JPA/Hibernate2. 5+ years’ experience with Oracle databases, possessing the capability to develop DML and DDL statements to produce very complex queries and PL/SQL database objects, including both DML and DDL3. 3+ years’ experience with Javascript frameworks, such as AngularJS, NodeJS, React or JQuery4. 3+ years’ experience developing and maintaining Shell scripting5. 3+ years’ experience as a full-stack developer6. Experience with responsive design frameworks, preferably Bootstrap7. Experience using code repositories, preferably Git8. Experience using continuous integration tools, preferably Jenkins9. Knowledge of relational database designs10. Knowledge of object-oriented design methodologies11. Knowledge of Information Systems Development Methodology (ISDM)12. Experience with database query tools (i.e., TOAD, SQL Developer, SQL Navigator)13. Knowledge of database security, including role-based security14. Knowledge and experience with Unified Modeling Language (UML)15. Ability to be creative, to use sound judgment, and to display foresight to identify potential problems and design/specifications and assigned application software systems16. Ability to establish and maintain effective working relationships with others17. Ability to work independently18. Ability to determine work priorities and ensure proper completion of work assignments19. Ability to work well under pressure and meet deadlines without sacrificing quality20. Excellent interpersonal, collaborative, oral and written communication skills Preferred ExperienceThis position prefers the candidate have the following experience and/or knowledge:Preferred, but not required:1. Oracle certification(s)2. Familiarity with Agile development, specifically Scrum, Extreme Programming (XP) and Kanban.3. Experience with Virtualization, preferably Docker4. Experience implementing GIS (Geographic Information System) applications5. Experience developing web services, preferably RESTful web services6. Experience with environmental regulatory business processes and practices7.
