The primary purpose of this position is to serve as Technical Director providing advice to the Command Chief, Vice Commander, and Commander on daily operations and long-range planning for HQ Nineteenth AF and exercising managerial authorities over the HQ Nineteenth Air Force staff.ResponsibilitiesWorks with the Commander to develop plans, organize, and oversee the activities of the HQ Nineteenth Air Force Staff and seamless interface with Congress, State Department, HQ Air Force, HQ AETC, other MAJCOMs International Air Forces, and agencies.Represents HQ Nineteenth Air Force with a variety of MAJCOM and functional area organizations.Evaluates policies and directives from DoD and HQ Air Force and advises on action necessary to establish the framework of the Command policy.Serves as an advisor to the HQ Nineteenth Air Force Commander, Vice Commander, and Command Chief for matters related to the Commander's staff operations.RequirementsConditions of EmploymentQualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for GS-0301, Miscellaneous Administration and Program Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Mastery of a wide range of laws, executive orders, regulations, policies, directives, instructions, and concepts governing the full spectrum of operations to function as the on-staff advisor to the commander and his staff. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of staff operations functions, management concepts, principles and methodologies in order to develop and implement innovative approaches and solutions for staff operations issues. 2. Mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of complex management processes and program effectiveness, in conjunction with a comprehensive knowledge of administrative laws, policies, regulations, and precedents to include knowledge of key agency program goals and objectives, and the sequence and timing of key program events and milestones. 3. Knowledge of the principles, practices, and techniques of instruction and delivery of training. 4. Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Skill in briefing and communicating objectives, strategies, and implantation concepts to the Headquarters' Command Section and senior/executive level managers; and the ability to communicate and interact effectively at highest levels in order to achieve stated positions or to make an adequate case for a particular strategy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
