DescriptionPOSITION SUMMARY: The Human Resources Specialist works as a staff member of the Human Resources team. Primarily responsible for maintaining the recruiting and benefits programs. Provides additional support to the department in all other areas of Human Resources to ensure that the department completes all areas of the Human Resources mission statement. The Human Resources Specialist reports to the site Human Resources Manager. In some instances, may indirectly supervise the Human Resources Assistant or Clerk.ESSENTIAL FUNCTIONS:1. Prepares and completes required projects, reports, schedules, rosters and other documentation in a timely manner, provides management with required information and advises of any problematic situations. Examples of reports may include but are not limited to HR scorecard, HR Key Performance Indicators, driver eligibility, evaluations due and medical tests due, termination forms, position control roster, shift assignments, pending background clearances, etc.2. Handles all of the responsibilities for site staff recruitment. (Job fairs, applications, initial applicant contact, phone screening and interviews. Ensures open positions are posted internally in accordance with Rite of Passage policy. 3. Assists with the handling of the new hire process. When necessary, compiles personnel file information, performs employment verifications, advises employees of missing items required for employment, follows up on missing items and pending medical tests, and sets up employee personnel and medical files.4. Assists with maintaining all employee personnel and medical/insurance files and assists with file audits on a regular basis to ensure files are complete, updated and compliant with licensing agencies audit standards. Advises the Human Resources Manager of any missing documentation. 5. Assists with inputting employee data base information from new hire employee inputting to termination of employment. 6. Submits background clearance information to the appropriate agencies ensuring accuracy and efficiency. Maintains a log to ensure reports are received from the agencies in a timely manner and follows up with agencies on reports not received within expected time frame.7. Administers the Employee of the Week or Quarter Program and any awards or certificates implemented by the site, if applicable.8. Assists with handling notifications to agencies on separated employees, if applicable.9. Conducts exit interviews and ensures appropriate notifications are made for employee separations when time allows.10. Provides assistance to employees and outside agencies with employment verifications, loan documents, personal requests and employee concerns.11. Assists in preparing file information for Quality Assurance and outside agency audits.12. Provides assistance to the training department as needed. Conducts training when necessary. If necessary, inputs data for all training records (forms 13.44) as received by the on-site trainer and works closely with the trainer to ensure training record accuracy.13. Assists with the administration of the company benefits programs, including enrollments and deletions. Advises employees of available benefits and assists them in properly completing the required forms. 14. Assists with the preparation of responses to requests for information from the EEOC, DOL, OFCCP and other governmental agencies.15. Complies with and implements the Rite of Passage Policies and Procedures as detailed in the appropriate manuals/handbooks.16. Ensures the highest standards are maintained to prevent illegal, unethical, or improper conduct and to ensure the program remains in compliance with agency licensing and Rite of Passage policies and procedures.17. Assists with the correction of deficiencies and quality improvement efforts.18. Attends and participates in staff development meetings, office meetings, HR weekly conference calls and other site meetings as required.19. Commits to attending all training and staff development classes in order to ensure sufficient hours of training on an annual basis. Notifies supervisor if annual training hours are deficient.20. Ensures the safety, health and welfare of staff and students at all times.21. Provides encouragement, guidance and resources to staff and students when needed.22. Models and ensures all program norms are upheld without compromise.23. Acts as a positive role model and mentor for both staff and students.24. Treats others with respect, confronts negative behavior and supports confrontations.25. Other duties as assigned, verbally or in written form.MINIMUM QUALIFICATIONS:1. Possess a high school diploma or equivalent. A Bachelor’s degree or some college education preferred.2. Must be knowledgeable regarding basic employment law and Human Resources policies and practices.3. Good interpersonal skills including the ability to interview potential employees if required.4. If required to operate a company vehicle during the course of employment, must meet the requirements to be an eligible ROP driver. Must possess a current State Driver’s License and have an acceptable driving record for the past three (3) years.5. Strong knowledge of overall company operations and policies and procedures.6. Ability to pass a criminal background clearance check, drug screen, physical and TB test.7. Ability to perform work with little or no supervision.8. Ability to utilize resources available to complete assigned projects.9. Ability to prepare written reports and correspondence. 10. Ability to understand and follow verbal and written instructions. 11. Ability to effectively communicate, verbally and in writing. 12. Able to work in excess of 40 hours per week with the possibility of a varied schedule.13. Must be able to maintain a high level of confidentiality.14. Must have excellent organization and time management skills.15. Ability to build and maintain positive internal and external relationships.16. Ability to provide exemplary customer service to all employees and outside constituents.17. Ability to function independently and as a member of a team in a multi-task environment.18. Must be flexible and able to handle multiple priorities, with the ability to adjust to high pressure and rapidly changing business conditions. 19.
