Ensures that all Turnaround personnel are working in a safe and environmentally compliant manner

Develop TAR real estate plan, in alignment with site’s real estate needs, including major construction and demolition work scope.

Identify temporary facilities: BRM, trailers, badge stations, tents, etc., Tool trailers, material consignment trailers, wash facilities, decontamination facilities, laydown areas and road restrictions.

Develop and manage a TAR facility siting plan meeting requirements of corporate and local PSM practices. Responsibilities also include acquiring approval of all applicable permits/forms per local refinery procedures.

Develop Management of Change plan for both occupied and unoccupied buildings, tents and other containers

Responsible for insuring all equipment related incidents are captured in site’s electronic operating systems

Develop and manage TAR Equipment plan (capable of managing 70+ contractor equipment plans) in alignment with approved P6 TAR schedule

Develop utilization reports based on Tar Equipment plan, identify inefficiencies and submit to TAR Supervision

Develop plan to optimize equipment usage while working with the TAR planners and schedulers, optimize use of support equipment (e.g., cranes, forklifts, vacuum trucks, etc.).

Develop plans for all cranes, temporary facilities, movement of major equipment and materials, etc. in alignment with TAR Execution strategy

Develop demolition plan in alignment with Post TAR Execution Strategy

Assist planners to address logistics constraints including traffic control, crane priorities, demolition and waste disposal

Development of the vehicle control plan including contractor parking, in plant parking, and vehicular traffic control around TAR units gain by in from area owners and security

Determine and implement necessary support for movement of the TAR work force in the refinery such as: use of buses, defining bus routes, layout of pedestrian walking paths, need for pedestrian crossing monitors, etc.

Communicate planned road closures due to the TAR with the appropriate personnel (e.g., Safety/Security, Construction, Operations, Maintenance, etc.).

Schedules lesson learned during Post TAR phase.

SKILLS:

Working knowledge of contractor equipment groups and types based on service agreements

Working knowledge of electronic systems – Intelex and TRACK

Working knowledge of Management of Change concepts

Working knowledge of P6 scheduling

Proficient in Microsoft Excel, Visio

Proficient in United Rental Total Control

Proficient in Equipment planning in alignment with P6 Scheduling

Ability to work well in a fast-paced team environment

Strong oral and written communication skills
