    Summary

    WHO MAY APPLY: All United States citizens.

    The Northern Rockies Servicing Human Resources Office (NR SHRO), in Yellowstone National Park is accepting applications through USAJOBS to fill approximately five to ten temporary positions of Animal Packer, WG-5001-08.

    Duty Station: Yellowstone National Park

    Federal government housing may be available.

    Anticipated entrance on duty date is during April-May 2020.

    Responsibilities

    Under the guidance and direct supervision of the Trails Supervisor, assemble, package and pack a wide variety of cargo such as hand and power tools, tandem packing lumber, doors, bridge decking, camping equipment, food, cook stoves, refrigerators, furniture, wheel barrows, bed springs and frames, electronic equipment, roofing, prefabricated pit toilets, hay, etc. Load and hitch packed supplies and equipment onto pack animals, balances and adjust side packs. Groom, shoe, feed, water and provide medical care to stock. Maintain equipment in good repair, leads strings of more than 6 animals, and will drive a variety of trucks and/or truck/trailer combinations. Perform various trail maintenance functions.Physical Demands: Duties involve walking, bending, riding horses for long hours in high altitudes. Required to lift, carry and secure awkward loads (often heavy up to 100 lbs) onto the sides of animals at or above chest height, and use arms to hold packs in position while hitching ropes. Must be able to adjust these loads along the trail in steep, rocky, or other poor footing situations with little room to maneuver. Preparing loads constantly requires to bend, squat, twist, lift and fasten down loads. Position requires good physical stamina and strength in arms, back and legs to perform tasks safely and efficiently.Work Environment: Will work outdoors in all weather extremes. At times, incumbents may work alone in backcountry areas and must be able to sustain themselves in these conditions. The incumbents will be exposed to the possibility of broken bones, cuts, bruises, strained and wrenched muscles, burns from ropes, insect bites, and the danger of animals striking, kicking, or crushing.

    • You must possess and maintain a current Class A, Type 1, (or higher) Commercial Driver's License .
    • You may be required to complete training and operate a four-wheel drive vehicle.
    • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
    • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
    • You will be required to travel overnight away from home up to several nights per month. You must obtain a government charge card for travel purposes.
    • Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

    To be eligible for these positions, you must meet the U.S. Office of Personnel Management's (OPM) Qualification Standards which include the screen-out element as described in the Occupational Questionnaire and as outlined below. All qualifications must be met by the closing date of this announcement.

    Qualifying experience may be obtained in the private or public sectors. Applicants must be physically fit as required in OPM's Qualifications Handbook X-118C, and possess the competencies of the job elements listed below and in the online Occupational Questionnaire to successfully perform the duties of the position.

    ABILITY TO DO THE WORK OF THE POSITION WITHOUT MORE THAN NORMAL SUPERVISION. (Screen-Out): You must have work experience packing stock animals for backcountry use, handling and caring for horses and mules while using basic materials and equipment of the packing/trails trade in a safe manner. Must have prepared, loaded, and packed basic cargo over backcountry trails for trips greater than 10 miles of distance.

    There is no substitution of education for experience for Wage Grade (WG) positions.Area Information: Park headquarters is located in Mammoth Hot Springs in Yellowstone National Park. Elevation at Mammoth is 6,200 feet. Temperatures vary from an average of 70 degrees Fahrenheit in summer to sub-zero at times in winter. A school is available, with kindergarten through 12th grade, in Gardiner, Montana, five miles north of headquarters. Free bus transportation is provided for school children between Mammoth and Gardiner. Many community facilities such as stores, a drugstore, day care, motels, and restaurants are available in Gardiner. A medical clinic is available in Mammoth.     IMPORTANT: Non-Competitive Rehire Eligibility: Effective May 26, 2018, please note that a temporary seasonal employee can only maintain their non-competitive rehire eligibility if they work no more than a combined total of 1,040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

    If you have held a temporary seasonal appointment in the past 12 months, and have already worked the maximum 1,040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1,040 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1,040 hours.
