GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) GIS/ITS Program is seeking an Intelligent Transportation Systems (ITS) Technician for Sheridan, Wyoming.

The purpose of this position is to install, maintain, troubleshoot, and repair all roadside ITS devices to ensure their continual operation. This includes Dynamic Message Signs (DMS), Variable Speed Limit Signs (VSL), Portable Dynamic Message Signs (PDMS), Blank Out Signs, Road Weather Information Systems (RWIS), Speed Sensors/Traffic Monitoring sensors, Web Cameras, Road Closure Systems, Highway Advisory Radio (HAR), Port of Entry/Weigh in Motion (WIM), and Connected Vehicle Systems.

Technicians are the first responders and primary point of contact to any and all ITS device outages throughout the state, in addition to coordinating repairs for other departments within WYDOT not in our area of responsibility. The ultimate goal is to provide reliable real time information concerning travel conditions throughout the State of Wyoming, ensuring the safety of the traveling public.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Perform timely and precise repairs, which are bound by the "WYDOT ITS Devices-Basic Service Level Agreement", allowing for a one hour window response time, resulting in decreased downtime and increased ability to provide accurate real time data

  • Ensures continual operation of dynamic message signs (DMS) by conducting annual preventative maintenance, monitoring, and configuring devices in appropriate software and responding to outages on WYDOT-owned DMS sites in Wyoming, Idaho, and Utah.

  • Supervises and inspects initial contractor and/or manufacturer installations of ITS devices.

  • Monitors and ensures proper operation of flashing beacon and other warning systems tied to the Road Weather Information Systems (RWIS).

  • Inspects installations and conducts acceptance tests on all new RWIS installations.

  • Maintains and conducts annual calibration of speed sensors in order to verify that speeds are accurate and correspond with State Trooper radar speeds.

  • Troubleshoots and repairs sensor and supporting device replacement to ensure accurate reporting of speed sensor data.

  • Troubleshoots emergency repairs and/or replaces cameras or corresponding devices, as required.

  • Assists in displaying road and weather conditions to the traveling public via the wyoroad.info website.

  • Generates purchase orders utilizing WYDOT Agile Assets system.

  • Manages inventory of spare parts and orders ITS devices or repair parts and equipment as needed.

  • Researches, negotiates, and purchases replacement parts and equipment from vendors while adhering to budgetary constraints and purchasing rules.

  • Requests RMA's (Return Merchandise Authorization) for defective or damaged parts/equipment.

  • Sends in parts for repair or replacement and provides payment for either via Accounts Payable invoicing or utilizing state purchasing credit card requiring submittal of expense reports in a timely manner.

  • Researches new technologies in order to enhance automated road closure systems.

  • Installs, modifies, troubleshoots, or replaces equipment as deemed necessary.

  • Work closely with Design Engineers, Resident Engineers, Construction Engineers, GIS/ITS Development Supervisor, and GIS/ITS Developers resulting in extensive work group cooperation from the designing phase to the completion of projects.

Qualifications

PREFERENCES:

Preference may be given to a candidate with a Bachelor's degree in Emergency Communications, Telecommunications or Electronics plus 6 - 8 years experience in this field.KNOWLEDGE:

  • Knowledge and understanding of the National Electrical Code

  • Ability to understand electrical theory

  • Knowledge of basic understanding of the MUTCD

  • Ability to read electrical schematics

  • Ability to perform inspections

  • Skill in canopy radio infrastructure and internet addressing

  • Skill with Microsoft Office Suite, Windows, and Citrix

  • Knowledge of several types of communication protocols (serial, Ethernet, cell modem)

  • Knowledge of several types of software, operating system protocols and programs (i.e. FTP, Vanguard V3, LCD Simulator, Ace Manager, HyperTerminal, Telnet, RTC AP22, Programming Software, ESS Agent, PuTTY, ScanWeb, Wavetronix, ScadaBuilder, Addco VSL and Brick Sign Software, VPN Client, Skyline Products)

  • Excellent customer service, communications, and writing skills

  • Excellent decision making, analytical and troubleshooting skills

  • Ability to work independently or in conjunction with other stakeholders, as needed

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Telecommunications)

Experience:

0-3 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Senior Technical Operations Technician

Certificates, Licenses, Registrations:

Some agencies may require a Class A Commercial Driver's License

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Senior Technical Operations Technician

Certificates, Licenses, Registrations:

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

  • Required to be on statewide "on call" status (rotating basis) and subject to call status (24/7), at times demanding travel to distant locations.

  • Travel to remote and difficult-to-access locations in all weather conditions.

  • Ability to safely pick up and carry up to 75 pounds.
