Description: Lockheed Martin is seeking a Procurement Analyst Liaison to provide Acquisition Subject Matter Expertise (SME) to USG customer. Compile, staff and track procurement packages for the acquisition of commercial supplies and services. Coordinate and communicate with Requirement Owners, Contracting Specialists and Contracting Officers identifying solutions and resolving issues as they arise. Collaborate with all stakeholders in acquisition process to ensure staffing actions and documents progress to completion and projects are brought to fruition. Work with Contracting Office Representative (COR) to clearly define acquisition requirements in terms of cost, schedule, and performance and to document critical features and characteristics of requested supplies and services. Review and assist with refinement of Service Contract Request (SCR) packages to include Statements of Work (SOW)/ Performance Work Statements (PWS), Brand Name/Sole Source Justification & Approval (J&A), DD254s, purchase requests (DA Form 3953) and Independent Government Cost Estimates (IGCE). Additionally review supporting contract documentation to include Market Research Reports, Quality Assurance Surveillance Plans (QASP), non-personal services questionnaires and Confirm funding documents (DA3953) are completed Review and assess potential suppliers based on product cost, estimated lead times and past performance. Maintain copies of contracts and SCR packages associated with providing procurement support. Assist Contracting Officer's Representatives (COR) coordinator to ensure CORs are in compliance with training requirementsPosition is equivalent in scope and complexity to a GS-12/13.Travel is infrequent and will not to exceed 10%.Basic Qualifications:Demonstrated knowledge and compliance with the Federal Acquisition Regulation (FAR) and Department of Defense Federal Acquisition Regulation supplement (DFAR).Ability to qualify and maintain a final Top Secret clearance, eligible for access to Sensitive Compartmented Information (SCI).Must have a comprehensive knowledge of Microsoft Office suite.Must be familiar with U.S. Army procedures for the request, receipt, storage, issue, and disposition of supplies and equipment to include use of associated forms; DD 254 and APMO 1136Must be very familiar with Army Regulations and Department of the Army Pamphlets as they pertain to logistics and supply accountability.Must have experience in requisition tracking status from initiation to delivery.Desired Skills:Active Top Secret clearance, eligible for access to Sensitive Compartmented Information (SCI).Demonstrated knowledge of pre-award acquisition documentation preparation and the full range of commodity and service contract types.Experience supporting Department of Defense.Good written/oral communication and problem solving skills.BASIC QUALIFICATIONS:job.QualificationsLockheed Martin is an Equal Opportunity/Affirmative Action Employer.
